No. 3126~-Authorizing initiating process for sidewalk construction <br />on Warren Avenue from Bailey Hill Road to Timberline <br />Drive; and on Timberline Drive from Warren Avenue <br />to Wilshire Lane (1224), was read by number and title. <br /> <br />Mr. Delay moved, seconded by Ms. Smith, to adopt the resolution. <br />Motion carried unanimously. <br /> <br />East Butte Historic Landmark Area--Ordinance distributed. Manager said <br />this item had been held over from the Monday, April 9, meeting. Judy <br />Rees, HCC, reviewed the changes made in the ordinance which were in <br />response to Council's direction from its March 26 meeting. Those changes <br />included the following: 1) In Section 4(1), Standards For Alteration of <br />Existing Structures, the phrase, "While maintaining the integrity of the <br />structure" has been inserted after, "incompatible" in the last sentence; <br />2) Section 4(4)(a) Sun Exposure Plane Regulations were amended to include <br />"may be waived for buildings up to two-and-one-half stories in height"; <br />and 3) Section 4(7) Guidelines For Public Improvements--last sentence <br />replaced with, "In order to enhance and contribute to historic character <br />of East Skinner Butte Area, the City shall use the following guidelines to <br />review all proposals for improvements to public spaces." <br /> <br />Mr. Obie wondered if the two-and-one-half story limitation in the sun <br />exposure plane would have any impact on the density and how it would <br />affect developers wanting to build on vacant land. Ms. Rees replied there <br />are two height regulation factors in this area: One, the sun exposure <br />plane waiver would allow higher density. The second regulation affecting <br />height in the area was the Skinner Butte View Corridor. <br /> <br />C.B. 1853--Designating a portion of the East Skinner Butte Area as an <br />Historic Landmark Area, and declaring an emergency, was read by <br />council bill number and title only, there being no Councilor <br />present requesting it be read in full. <br /> <br />Mr. Delay moved, seconded by Ms. Smith, that findings supporting <br />the Historic designation, as set forth in Historic Review Board <br />staff notes and minutes of February 8, 1979, be adopted by reference <br />thereto; that the bill be read the second time by council bill <br />number only, with unanimous consent of the Council; and that <br />enactment be considered at this time. Motion carried unanimously <br />and the bill was read the second time by Council bill number <br />only. <br /> <br />Mr. Delay moved, seconded by Ms. Smith, that the bill be approved <br />and given final passage. Rollcall vote. All Councilors present <br />voting aye, the bill was declared passed and numbered 18371. <br /> <br />Manager said the resolution amending the Whiteaker Refinement Plan required <br />a public hearing. Jim Farah, Planner, distributed the resolution. He <br />said the amendment would allow a medium-high density in the area north of <br /> <br />4/11/79--7 <br /> <br />2.18 <br />
