D. Councilors in Salem--Mr. Keller requested Councilors notify City Manager's office if and when they would be in Salem. This would allow Paget Engen to make use of their time for testimony/lobbying. Council Meeting Rescheduled--Because the regular Monday night Council meeting scheduled May 28 is a holiday, it was consensus that Council will meet Tuesday, May 29, 7:30 p.m., Council Chambers. II. Routine Items for Council Approval A. Council Minutes of April 11, 1979 Mr. Haws moved, seconded by Ms. Smith, that the minutes be amended to insert the word parcel on page 11, paragraph 4, line 7, reading, II. . . of a larger parcel during. . ..11 Motion carried unanimously. Mr. Delay moved, seconded by Ms. Smith, to approve Council minutes April 11, 19~9, as amended. Motion carried unanimously. ~ B. Charter Amendment: Whiteaker Neighborhood--Memo distributed. Res. No. 3128--Approving and accepting amended Charter for Whiteaker Community Council was read by number and title. Mr. Delay moved, seconded by Ms. Smith, adopt Resolution No. 3128. Motion carried unanimously. III. Housing Dispersal Policy Plan--(Materials distributed.) Manager said the 1979 Housing Dispersal Policy Plan Update is recom- mended for the Council's adoption by the Planning Department and Joint Housing Committee. The Plan Update has been reviewed also by the Community Development Committee. The Update is a revision of the Housing Dispersal Policy Plan and is intended to: 1) eliminate incon- sistencies between the City policy and L-COG Housing Opportunity Plan and State and Federal regulations; and 2) to provide more detailed analysis of concentrations of low- and moderate-income families and assisted housing. He introduced Jon Mills-Erickson, who described the basic purpose of the Plan and noted the specific changes that had been made. He said the basic purpose of the 1974 Dispersal Policy Plan was to maximize housing choice for families of lower income and to avoid the creation of large concentrations of households with low income. e 4/18/79--2 2.25
