<br />VI. ~onsideration of Garbage Rate Increase Request (memo, resolution distributed)., <br /> <br />Manager noted the request was for an increase of 6.9 percent in garbage <br />hauling rates. By ne~t year the City and collectors will have a stan- <br />dardized form of presentation of the receipts and costs of the collectors <br />which will be consolidated through a Certified Public Accountant. <br /> <br />. <br /> <br />Wallace Swanson, member of the Garbage Board, said that the 6.9 percent is <br />actually a 5.6-percent increase on an annual basis. A year from now <br />the Council will be presented with information from the haulers which will <br />show profit increases/decreases. <br /> <br />By consensus of the Council, a public hearing on this item was scheduled <br />Monday, May 14, 1979. <br /> <br />VII. Lane Council of Governments Housing Opportunity Plan--Linda Oallman. <br /> <br />Linda Dallman, Lane Council of Governments, requested Council approve <br />the updated, revised draft of the Areawide Housing Opportunity Plan. <br />Similar plans are being presented to Lane County and Springfield prior to <br />the final approval by L-COG. The Areawide Housing Opportunity Plan (AHOP) <br />is a three-year plan for distribution of assisted housing resources to <br />Eugene, Springfield, and Lane County. The Housing Assistance Plan (HAP) <br />is the proposal for providing assistance to low- and moderate-income <br />housing within the city. AHOP is the same as the Housing Dispersal Plan <br />(HOP) dispersing assisted housing resources throughout the city. If AHOP <br />is approved, then the Federal Housing and Urban Development (HUD) will <br />follow that plan. The update is necessary to incorporate new data recently ~ <br />gathered. The local HAP uses the same data, and their goals are consistent <br />with AHOP. There will be more emphasis on solving the housing needs <br />of the handicapped in the new AHOP plan. <br /> <br />Ms. Smith moved, seconded by r~r. Lieuallen, to approve the Areawide <br />Housing Opportunity Plan. The motion passed unanimously. <br /> <br />Upon motion duly made, seconded, and passed the meeting was adjourned to May 2, <br />1979. <br /> <br />~J <br /> <br />Charl es T.
