Garbage Rate Increase Request (Materials Distributedl--Manager said <br />this matter had been discussed at previous Council meetings. The <br />matter had been reviewed and studied by the Garbage Board. The <br />recommended increase amounts to 6.9 percent. The last increase was <br />March 1, 1978. This increase would become effective June 1, 1979. <br />In the agreement, there was a provision that the haulers would abide <br />by financial accounting procedures worked out by the Finance Department. <br /> <br />Public hearing was held, with no testimony presented. <br /> <br />Res. No. 3140--Concerning customer rates for garbage collection and <br />authorizing an increase was read by number and title. <br /> <br />Mr. Delay moved, seconded by Mr. Hamel, to adopt the resolution. <br /> <br />Mr. Hamel asked if there could be consideration given to having the <br />garbage haulers act independently so that, if they increase their <br />fees, citizens would have the option of changing garbage haulers. <br />Manager said that it had been considered and rate cutting was a <br />concern. The idea that one or two garbage haulers might emerge <br />on top was undesirable; however, it could be considered. <br /> <br />Motion carried, all Councilors present voting aye except Mr. Haws <br />voting no. <br /> <br />E. <br /> <br />for Somerset <br /> <br /> <br />Mr. Saul said that this appeal is a challenge to the preliminary <br />approval of Phases 5, 6, and 7 of Somerset Hills PUD, granted April 6, <br />1979. The appeal challenges only one aspect of the approval; that is, <br />the location of a driveway into a parking lot that is part of the <br />development. The appeal alleges that cars exiting from the driveway <br />at night onto Timberline shine their lights into the appellant's home <br />and that the problem could be eliminated by moving the driveway <br />further to the north. <br /> <br />No exparte contacts or conflicts of interest were declared by <br />Council ors. <br /> <br />Staff notes and minutes were entered into the record. <br /> <br />Public hearing was opened. <br /> <br />Michael Dooley, 2641 Woodstone Place, landscape architect, noted that <br />he had submitted materials to the Council that explained his position. <br />He said the driveway was a 14-percent grade and lights on high beam <br />from cars would shine in his house.
