e

G. New Liquor License Outlets

1. La Nouba, 380 West 13th Avenue (RMB/PS) (Richard Fulwiler,
Donald Marsh)

Manager noted that there had been objectors in the neighborhood.
The lack of parking is a problem. Public Works has noted that
on-site parking has not been provided and would be required at a
ratio of one space per 60 square feet of building area. There is
controversy concerning this application, and there is a parking
problem.

e

Public hearing was opened.

Those speaking against the proposed liquor license were:

John C. Furney, 347 West 13th Avenue, submitted a petition of 15
names. He was also representing John & Jill's Market. He and the
petitioners objected because of inadequate parking, live entertain-
ment, intoxicated drivers, and the possibility of danger to the
area stores and homes. He did not object to having a deli in the
neighborhood.

Dale Berg, 397 West 13th Avenue, said that he looked forward to
the deli, but did not like this approval because there was not
adequate parking. His establishment did not want to provide that
parki ng.

Chester Pietka, 372 West 12th Avenue, also objected to approval
because of inadequate parking. He liked the idea of having a
deli; he was concerned about noise at the house next door.

Those speaking in favor of the proposed liquor license were:

Don Marsh, 380 West 13th Avenue, partner in this establishment,
admitted parking was a problem. There was parking at Berg's Ski
Shop and at Pietka's. They would have parking at the Wagon Wheel.
The nature of the clientele would be in and out.

Public hearing was closed, there being no further testimony.

Manager said that Mr. Allen advised that if they do not have
parking on the site, they are allowed to have parking within 400
feet of the site. His department would not issue a permit unless
there was sufficient parking space (one per 60 square feet). Mr..
Marsh said that he understood it was related to the seating spacE~.
Manager thought nine spaces; Mr. Marsh thought three to four
spaces were necessary.

-

Mr. Obie said the issue was selling beer and wine on the premises.
Mr. Haws asked the criteria for issuing a liquor license and
wondered if parking was one of them.

2'2

5/14/79--7
