Valley River Union, 1125 Valley River Drive, (PS) (William <br />Larson) <br /> <br />Manager said this request was from a gas station that said that <br />they would be selling other foods, too. The application was in <br />order. <br /> <br />Public hearing was opened, there being no testimony. <br /> <br />Mr. Delay moved, seconded by Mr. Hamel, to forward recommendation <br />for approval, subject to conditions. Motion carried, all Councilors <br />voting aye, except. Mr. Obie voting no. <br /> <br />H. Public Works Bid Awards (Attached; Opened May 8, 1979, 10 a.m.)--Manager <br />noted that there were 11 different bid awards. <br /> <br />Mr. Allen suggested the approval of the low bids on each item, except <br />6 and 10. Number 6 was initially approved by 54 percent of the <br />property owners. Since that date, one of the property owners withdrew, <br />reducing the petition to 35 percent. The developer adjacent to the <br />street indicated that there is a contractual agreement that makes one <br />property go along with approving the street. That would put the <br />percentage to 50. The City does not become the banker on this project. <br />On the paving of Broadmoor, Item 10, $37.60 per front foot is the <br />price of this project. The project was proposed in 1969, and cost ~ <br />$10.00 per front foot at that time. It was rejected by the property <br />owners. <br /> <br />Public hearing was opened on the paving in Project 6. <br /> <br />Those speaking in favor of the project were: <br /> <br />Floyd Wilkes, 2310 Tabor Street, the original developer of property, <br />said that 50 percent of the property owners are obligated to participate <br />according to an agreement which covers all property in Wilkes Plat and an <br />adjoining piece of property on the same side of the street, Which had <br />an agreement with the then owner of the property. <br /> <br />Larry Jackson, 1373 Bond Lane, said that his name had been removed <br />from the petition. Public Works told him that he could remove his <br />name. He asked that the contract not be awarded.
