- G. ~~intment,of Members to lane County Prime Sponsor's Private .1 ndustry Council [PIC} Manager said the Council had been given a week's extension from the 5:00 p.m. May 25 deadline to make appointments. There are four applicants with one position not filled. Mr. Miller asked that four positions be approved at this time and next week the final applicant be approved. Ms. Smith moved, seconded by Mr. Haws, to appoint the applicants who have applied for the PIC and extend the deadline for one week in order to fill the other vacancy. Motion carried unani- mously and the following applicants were appointed: Michael Schwartz, 2390 Lariat Drive; Ray McIver, 2540 Snelling; Carl Horstrup, 1820 Elanco~ and Margaret Battleson, 86187 Franklin. II. ROUTINE ITEMS FOR COUNCIL APPROVAL A. Council Minutes~-May 9, 1979 e Ms. Smith moved, seconded by Mr. Hamel, to approve Council minutes of May 9, 1979. Motion carried unanimously. B. ~alling a Public Hearing June 6, 1979, re: Water Withdrawal Res. No. 3149--Calling public hearing June 6, 1979, re: Withdrawal from Junction City Water Control District was read by number and title. Ms. Smith moved, seconded by Mr. Hamel, to adopt Resolution No. 3149. Rollcall vote. Motion carried unanimously. III. ,REQUESTS FOR OISCUSSION OF JOINT PARKS COMMITTEE [Memorandum distributed] Manager noted the statement [November 22, 1977] defining the general pur- pose and specific guidelines used by the Joint Parks Oepartment in the past. The Committee meets on call. It is not established by ordinance or formalized. The discussion is whether the Committee is to continue and in what form. The request for consideration was from Councilor Lieuallen. Mr. Obie indicated after serving on the Committee a need for a more active and involved Parks Committee. Members at large that are interested in the Parks should be involved and concerned for the long-term planning. The Committee should be responsible to the City Council. When we reach for support for the Parks we will have people concerned, he said. Mr. Lieuallen agreed and asked for a more broad-based Committee. He said the Committee should not be top-heavy with staff. He called for the Committee itself to bring its suggestions back to the Council. .' MINUTES--Eugene City Council May 23, 1979 Page 3 2t:t3
