<br />Mr. Drapela said there were now on the Committee four members of the <br />community. He would not wish to have a more complex and less efficient ~ <br />committee. The Parks Department works well with the neighborhood groups ,.., <br />and would want to continue that approach. <br /> <br />Ms. Schue asked that the meetings be more open and that it be like <br />Joint Housing Committee where the citizens can come and present ideas. <br /> <br />Mr. Haws noted that the memorandum seemed to emphasize facilities and <br />he would like to see services stressed as well. Mr. Lieuallen called <br />for a five-to-seven member committee. <br /> <br />It was understood that the Joint Parks Committee will be asked to bring <br />recommendations back to the Council. <br /> <br />IV. PUBLIC HEARINGS: FINANCIAL ASSISTANCE REQUESTS FOR 1979 [Memo and other <br />material distributed] <br /> <br />Manager noted that these requests were approved by the Historic Review <br />Board by unanimous approval March 15, 1979. He introduced Ms. Judy Rees <br />to make a presentation of seven requests. <br /> <br />Ms. Rees noted the application for financial assistance for maintenance, <br />restoration, and repair of historic landmarks in the city. The Historic <br />Review Board takes into consideration the resolution of the City Council <br />concerning the allocation of financial assistance monies as well as their <br />own guidelines based on Federal regulations for restoration of historic <br />structures. Ms. Rees referred to "Summary of 1979 Financial Assistance ~ <br />Requests and Historic Review Board Recommendations" for an outline of <br />each project. She told the Council the amount of money of each project <br />and what was requested as outlined in that document. <br /> <br />Council members questioned their action last year in refusing a request <br />and asked if there were criteria concerning ability to pay and funding <br />of commercial buildings. (They turned down the Smeede Hotel request last <br />year.) Ms. Rees said they had checked and found no basis for turning <br />down such a request.
