<br />In response to Ms. Miller's question, City Manager said that the <br />7.8-percent increase is a result of the general feeling that a general <br />increase should occur and that a standard guideline apply, and that it ~ <br />would be unwise for the percentage to be greater than that of the City .., <br />budget. <br /> <br />Ms. Schue commented on the fact that conventions to support Eugene's <br />area are lodged outside Eugene. <br /> <br />Mr. Don Buchanan, manager Convention Bureau, said that each of the <br />motels pays money to the Chamber of Commerce budget, which aids the <br />convention budget, but not as much as the amount from City Room Tax <br />Funds. <br /> <br />Mr. Delay said that the amount of Room Tax funds left over up to 25 <br />percent will be allocated elsewhere, and he feels that the move is <br />counterproductive, and that they will indirectly receive the money <br />twice. Mr. Lieual1en thinks that the City should not take a tight <br />position in dispensing of convention funds, since any convention will <br />have an impact on the entire metropolitan area. He suggested that the <br />Chamber strongly urge the County and Springfield to participate in <br />promotion of the activities. In response to Mr. Delay's comments, <br />Manager said that extra money not allocated to the Chamber should be <br />used for promotional projects, and not necessarily used by the <br />Chamber of Commerce. <br /> <br />In reply to Mr. Haws' question, Mr. Long said that, if an activity <br />becomes a special benefit to the city of Eugene, then it is a legiti- <br />mate expenditure. ~ <br /> <br />It was the gener.al consensus of the Council that tourism should be <br />promoted and that it needs to be a regional effort. Ms. Miller, <br />however, suggested that the issue be postponed until the June 27 <br />meeting, in order that the results of the June 26 election be taken <br />into consideration. Manager reported that timing problems could <br />arlse in the execution of the contract with the Chamber if the reso- <br />lution is not approved now. <br /> <br />Mr. Obie moved, se.conded by Mr. Hamel, to adopt the resolution. <br />Roll call vote. The motion carried, all Councilors voting <br />aye, except Mr. Haws and Ms. Miller voting no. <br /> <br />Res. 3167--Authorizing payment of bills, claims, and progress payments <br />for peri od May 29, 1979 through JUne 11, 1979 was read by <br />number and title. <br /> <br />Mr. Delay moved, seconded by Ms. Smith, to adopt the resolution. <br />Roll call vote.
