ORDINANCES FOR SECOND READING <br /> CB 1911--Authorizing alley vacation located east and west between Hayes <br /> and Garfield at 9th Place and 10th Avenue, was read by council <br /> bill number and title only, there being no Councilor present <br /> requesting it be read in full. <br /> Manager said that funds were received for payment in full. <br /> Mr. Delay moved, seconded by Ms. Smith, that the bill be approved <br /> and given final passage. Roll call vote. All Councilors present <br /> voting aye, the bill was declared passed and numbered 18420. <br /> CB 1902--Concerning the appointment process for City boards, commissions, <br /> and committees; amending section of the Eugene Code, 1971, was <br /> read by council bill number and title only, there being no - <br /> Councilor present requesting it be read in full. <br /> Manager said that Council needs to specify the length of the terms for <br /> citizen appointments in the final version of the council bill. The Citizens <br /> Involvement Committee, Cable TV, and Wastewater Management commissions <br /> presently show an indefinite term and staff will change that to reflect <br /> three-year terms. <br /> Mr. Delay moved, seconded by Ms. Smith, that the bill be approved <br /> and given final passage by amending the Eugene Code, 1971, to <br /> reflect that terms for the Citizens Involvement Committee.on <br /> Planning will be three years with initial terms of one, two, and <br /> three years staggered thereafter, and that the Metropolitan Cable <br /> TV and Wastewater Management commissions reflect three-year terms. <br /> Roll call vote. All Councilors present voting aye, the bill was <br /> declared passed and numbered 18421. <br />v.
