D. field Trans ortation 1m rovement Pro ram <br /> Manager noted the Transportation Improvement Program (TIP) covers a <br /> three-year period and attempts to define the work program for the <br /> jurisdictions in this area. He asked for action in order that the <br /> Eugene representative could speak at the July 18 meeting of the MATC <br /> when they consider the program. Mr. Farah outlined the development of <br /> the TIP. The Transportation Planning Committee drafted the TIP for <br /> the Metropolitan Area Transportation Committee (MATC). It has been <br /> before Lane County and Springfield and they have adopted it. He <br /> explained the table on Page 10 of the Transportation Improvement <br /> Program, explaining each project considered. He called to the atten- <br /> ti on of the Council the item on Page 17 1 i sted under "Goodpasture <br /> Island Road, Delta Highway to Valley River." He said it was listed as <br /> a Eugene project. It should be deleted. He asked for the adoption by <br /> the Council of Eugene's portion and for any comment on the portion of <br /> the other jurisdictions. <br /> Public hearing was opened. <br /> Clark W. Cox, Jr., 1085 Patterson Street, suggested there was too <br /> little capital funding of the Lane Transit District. He objected <br /> to No. 71, illumination of 1-105. He said the freeway is already <br /> illuminated, and some of the lights were eliminated a few years ago as <br /> part of the Governor's energy conservation program. The interchange <br />- receives light from Coburg Road commercial structures. He did not <br /> feel this project was needed, especially since energy needs to be <br /> conserved or used in more worthy projects. <br /> Public hearing was closed, there being no further testimony. <br /> Manager noted the illumination was a State project and the City was <br /> not prepared to answer the objections but would obtain information <br /> on same. <br /> Mr. Delay moved, seconded by Ms. Smith, that Council recommend <br /> to the Metropolitan Area Transportation Committee adoption of <br /> the Eugene element of the Transportation Improvement Program with <br /> the deletion of the Goodpasture Island Road, Delta Highway to <br /> Valley River. Motion carried unanimously. <br /> E. Public Works Bid Awards (tabulation distributed) <br /> Manager introduced the three public works bid awards and indicated <br /> that there seemed to be no controversy involved in these awards. Mr. <br /> Gilman said Public Works recommends awarding to the low bidder in each <br /> case. The first two projects were subdivision projects, the third was <br /> a diverter on Roland Way. <br /> Public hearing was held with no testimony presented. <br />- Mr. Delay moved, seconded by Ms. Smith, to award to the low bidders <br /> on all three items.
