Mr. Farah said the City was <br /> very pl eased about the ODOT staff' s response. It was the first time in <br /> recent years that Eugene has been considered for ODOT funds. <br /> Ms. Smith moved to adopt the July 27, 1979, Planning Commission <br /> minutes and recommendations on the 6th-7th avenue extension <br /> proj ect. <br /> Ms. Miller expressed her reservations about the impact of this project <br /> on the area, impact on growth, and on other parts of the city. She sa id <br /> she would vote for this with the understanding that the Council will <br /> receive additional information as the project progresses so that they <br /> might consider the cost in realtion to the impact of this project. <br /> Motion carried unanimously. <br /> VI. ROLLER SKATE AND SKATEBOARD REGULATORY PROPOSALS: STAFF REPORT <br /> Mr. Drapela, Acting Director of Parks and Recreation, referred to the <br /> distributed memorandum of July 26, 1979, outlining ways that roller <br /> skates and skateboards could be restricted from the mall, the central <br /> business district, the riverfront, and the streets. He cited Section <br /> 5.565 which prohibits bicycles from being ridden in the mall. <br /> All Councilors present expressed no desire to restrict roller skating - <br /> and skateboards in Eugene except for the mall area. Mr. Obie said his <br /> interest in the subject was between nil and none. Ms. Miller abstained <br /> from discussion and voting. <br /> Manager noted repeated complaints about skaters from businessmen and <br /> complaints about skateboards on hills from citizens. A complaint was <br /> received from a woman who was knocked down in the mall and hospitalized. <br /> That is why the staff would like to have skates on sidewalks outside the <br /> mall area and not on the streets, he said. <br /> Ms. Smith moved, seconded by Mr. Hamel, that Section 5.565 <br /> prohibiting bicycle riding on the mall be amended to include <br /> roller skates and skateboards. Motion carried 4:1, Ms. Miller <br /> abstaining and Mr. Obie voting no. <br /> Mr. Martin indicated that the City will take administrative action to <br /> restrict skateboards on the City parking structures because of City liability. <br /> VI!.
