Mr. Ed Smith, Project Director, explained: 1) was decorative <br /> grill framework around the bottom so the facility could be locked and not <br /> need a security guard; 2) a coating surface for the top one-and-one-half <br /> levels; 3) a traffic numbering surface for all other levels; 4) the <br /> elevator service agreement; 5) the electronic controls for the exit <br /> and entrance enabling them to become total entrances or exits at the time <br /> of the opening and closing of performances; 6) electrical wiring for <br /> the grills as explained in No.1, above. <br /> Ms. Smith moved, seconded by Mr. Hamel, to authorize the City <br /> Manager to enter into a contract for the construction of the <br /> Center for the Performing Arts parking structure to be financed <br /> partially by Performing Arts Center funds and by the revenue- <br /> supported general obligation bonds, and to direct staff to make <br /> adjustments in parking rates and prepare for Council action an <br /> ordinance providing for adequate parking enforcement to ensure <br /> the continued revenues for the redemption of the debt service. <br /> Motion carried unanimously, with Mr. Obie abstaining. <br /> V. CONSIDERATION OF RECOMMENDATIONS TO IMPLEMENT INTERIM DEVELOPMENT OF <br /> 6TH AND 7TH AVENUE CORRIDOR AS STATE PROJECT <br /> Manager indicated this project was part of the T-2000 Plan. The City was <br /> planning to develop it after 1990. Staff is now working with the Oregon <br /> Department of Transportation (ODOT) as an interim development project. <br /> e They have sent a delegation to Eugene to confer and exchange ideas. <br /> Manager introduced Mr. Farah and said the motion to be considered would <br /> be to adopt the memorandum of July 27, 1979, which spells out seven <br /> recommendations. <br /> Mr. Farah referred to the memorandum. He said the east-west corridor <br /> was to serve ~he West Eugene Industrial Area and the southwest residen- <br /> tial needs of the city. It was intended as a substitute for West 11th, <br /> Highway 126, and the Amazon Parkway. It would be limited access surface <br /> roadway west of Garfield. Earlier this year, the City asked ODOT to <br /> check on the possibilities of the east-west phased development; ODOT <br /> responded quickly and thoroughly. <br /> Conceptually, ODOT and staff have developed four elements. Element 1 <br /> involves widening of 6th and 7th avenues between Washington and Garfield <br /> streets within their existing rights-of-way. This would respond to cur- <br /> rent capacity needs along this portion of 6th and 7th avenues. Element 2 <br /> involves connection of 6th and 7th avenues (probably with a structure) <br /> to 7th Place. Element 3 involves widening 7th Place (this will require <br /> acquisition of some additional right-of-way and purchase of access rights <br /> between Garfield Street and Seneca). Element 4 involves construction of <br /> a new surface facility beginning at Seneca Road and intersecting West <br /> 11th Avenue in the vicinity of Beltline. <br /> - <br /> 8/1/79--7 <br /> 42~ <br />
