It is within the urban e <br /> service boundary and is within the new proposed boundary alternatives. <br /> While being concerned for the preservation of farm lands and for the <br /> containment of urban sprawl, in this case housing becomes the most <br /> important issue, she said. <br /> Mr. Obie felt the same as Ms. Schue. While he did not understand the <br /> present housing market, he did not see people moving out of Eugene or <br /> vacating their homes. He was concerned that the buildable lot inven- <br /> tory was getting smaller and that the prices were going in the opposite <br /> direction; therefore, he would vote for the motion. <br /> Noting the constraints in all directions, Ms. Miller said the city <br /> will continue to grow; it is just a matter of how. She said that if <br /> the City did not annex the property, there is no guarantee that it <br /> will remain in agricultural production. It would be divided into one- <br /> and two-acre lots. This would be a less desirable use of the land. <br /> Mr. Lieuallen speculated about what annexation does to the urban core. <br /> He felt that the City must continue to give priority to the development <br /> within the city. <br /> Motion carried 6:1, Mr. Lieuallen voting no. <br /> Res. No. 3196--Forwarding recommendation to Boundary Commission for <br /> annexation of property located south of Ayres and east - <br /> of Delta. <br /> Ms. Smith moved, seconded by Mr. Hamel, that findings supporting <br /> the annexation as set forth in Planning Commission staff notes and <br /> minutes of June 5, 1979, be adopted by reference thereto and that <br /> resolution be adopted. Motion carried 6:1, Mr. Lieuallen voting no. <br /> CB 1931--Authorizing rezoning from County AGT, RA to City R-1/PD for <br /> property located south of Ayres and west of Gilham. <br /> Ms. Miller asked about the public access to the gravel ponds. Mr. Saul <br /> replied that the applicants had volunteered to make the gravel ponds <br /> accessible to the public. At the Planning Commission meeting, there <br /> had been a question of liability by one member of the Commission. <br /> That was the extent of the discussion and there was no direction. <br /> Ms. Miller asked that the Council direct staff to give every consider- <br /> ation to making public accessibility as part of the PUD. Ms. Smith <br /> concurred and there was consensus. Mayor indicated that staff had so <br /> noted. <br /> e <br /> Lf36 8/13/79--8 <br />
