<br /> indicated they would participate in a free household collection program. ~ <br /> The number actually participating was 47 percent, with 10 percent parti- <br /> cipating only once. Participants generated an average 23.5 pounds of e <br /> recyclables when collected every two weeks. Reducing collection frequency <br /> to once per month had a negative impact on the total amount of recyclables <br /> collected, and a positive impact on the economics of collection. The cost <br /> of collecting recyclables once per month exceeded revenues by only 14 percent. <br /> If Lane County were able to realize a reduction in disposal costs due to <br /> the diversion of recyclables from the wastestream and these savings were <br /> added to revenues, then the cost of collection would meet revenues. <br /> Mr. Detlefsen said there appears to be little economic incentive toward <br /> the realization of the environmental benefits of recycling. He did <br /> say the environmental benefits of recycling as compared to the use of <br /> virgin material in disposal includes significant energy savings and <br /> pollution reductions. <br /> The suggestion is that government should carefully coordinate waste and <br /> pollution regulatory programs to eliminate unnecessary discouragement and <br /> create new incentives for source separation. Procurement of products <br /> containing recycled material should be encouraged and governments should <br /> revise charges for waste collection and disposal to create incentives <br /> toward recycling. These policies should be viewed as an integral aspect <br /> of a wide range of solutions aimed at maintaining environmental quality <br /> while promoting economic growth. <br />IV. GARBAGE BOARD APPOINTMENT - <br /> (Recommendation submitted to Council) <br /> Ms. Smith moved, seconded by Mr. Hamel, to appove Mayor Keller's <br /> nominee to the Garbage Board, James Hershner, 2090 Oakmont Way, <br /> Eugene. <br />v. ORDINANCE CONCERNING LIQUOR LICENSE APPEAL <br /> CB 1984--An ordinance concerning the Council Hearings Panel; amending <br /> Section 2.007 of the Eugene Code, 1971; and declaring an emergency, <br /> was read by number and title only, there being no Councilor <br /> present requesting that it be read in full. <br /> Ms. Smith moved, seconded by Mr. Hamel, that the bill be read the <br /> second time by council bill number only, with unanimous consent <br /> of the Council, and that enactment be considered at this time. <br /> Motion carried unanimously and the bill was read the second time <br /> by council bill number only. <br /> Ms. Smith moved, seconded by Mr. Hamel, that the bill be approved <br /> and given final passage.
