FERRY STREET BRIDGE CONSULTING PRELIMINARY ENGINEERING FEDERAL AID <br /> URBAN FINANCIAL AGREEMENT NO. 7184 (Memo distributed) <br /> The project in question conforms to the Euqene-Sprinqfield T-2000 Transpor- <br /> tation Plan and will be funded with 80 percent federal aid urban system, <br /> six percent state, and six percent city fundinq. Mr. Delay wondered if it <br /> would involve strictly the Bridqe or other areas as well. Manaqer sa id it <br /> will include a section between 1-105 and 8th Avenue. There will be some <br /> potential alterations in the traffic flow system. Ms. Miller felt that <br /> the project is badly needed. <br /> Res. 3278--A resolution authorizinq execution of Contract No. 7184 with <br /> Oreqon State Department of Transportation, concerninq an <br /> Urban System Construction Project was read by number and title. <br /> Mr. Delay moved, seconded by Ms. Smith, to adopt the resolution. <br /> Roll call vote. NEIGHBORHOOD COP TEAM--STATUS REPORT <br /> Jim Rivers, Police Department, said that emphasis has been on various <br /> projects such as bike 1iqhting at night, a bike stampinq proqram, recovery <br /> of stolen bikes, urqinq the carryinq of limited cash, 10ckinq packaqes in <br /> cars and other shopping tips, etc. The COP team is workinq with the <br /> Whiteaker Neiqhborhood organization on a Federally-aided lock proqram in <br /> which 200 homes would be supplied with lockinq devices. The proqram is <br /> similar to a successful one in Portland and.the cost will be approximately <br /> $40 per home. He also said that within the next 30 days there would be <br /> a one-way intercom system installed in the Police Department which will <br /> connect with the news media. All departments wi 11 have access to the <br /> equipment. <br /> Mr. Delay asked about the success of the neiqhborhood watch proqram. <br /> Sergeant Rivers said that the biqqest problem riqht now is lack of adver- <br /> tisinq. It is impossible to do a thorouqh job on a one-to-one basis. Mr. <br /> Delay asked whether unresponsive landlords are a problem. Serqeant Rivers <br /> said that they have received some qood responses. <br /> Ms. Miller noted that aqent Tim McCarthy of the COP teamhad been pro~oted and will <br /> be replaced. She is interested in continuity in the proqram and does not <br /> want the COP team to be a traininq ground or a steppinq stone to movinq <br /> on, but rather a viable career option also.
