The City could work with the Corps of <br /> Enqineers to try to minimize encroachment by an overhead route on the <br /> Channel riqht-of-way. <br /> Keith Parks, EWES, said that the EWES Board will be considerinq and, <br /> hopefully, makinq a decision on Monday niqht. There is a possible alter- <br /> native route that miqht be a little more acceptable. He would prefer to <br /> present that alternative to the EWEB Board on Monday night first. Mr. <br /> Lieuallen said he hoped the Board would be creative enough to find an <br /> acceptable alternate. He feels stronqly that a beautiful recreational <br /> opportunity would be wasted by overhead construction alonq the Amazon <br /> Channel. Ms. Smith stressed to Mr. Parks that the concern of the Council <br /> be kept in mind. Mr. Parks added, that in the 1990 Plan Update, the <br /> support of the planning units of the governing body is needed to establish <br /> transmission corridors and Council has a tremendous on-goinq responsibility. <br /> Mayor Keller said he believes the Council is concerned about aesthetics <br /> along theChannel. and wondered if lines could be moved in the event the <br /> Amazon Channel is developed. Mr. Parks said that would have a tremendous <br /> economi c impact. Ms. Miller said she doesn't see why lines alonq the <br /> e Channel would be any more obnoxious than lines anywhere else in town. <br /> XI. EXECUTIVE SESSION ON LAND ACQUISITION FOR LIBRARY <br /> Mr. Delay moved, seconded by Ms. Smith, to authorize Council <br /> to enter into an executive session accordinq to ORS 192.660(2)(a). <br /> Motion carried unanimously. <br /> XI I. CONSIDERATION OF LIBRARY LAND ACQUISITION <br /> Mr. Delay moved, seconded by Ms. Smith, to authorize the City <br /> Manager to proceed with acquisition of parcels 1 and 2 as <br /> presented in the Executive Session.
