presented. The 13th Avenue route certainly has its disadvantaqe~as lines
e would be placed alonq the front yard of the Fairqrounds and miqht require
removal of substantial buildinqs on 13th, such as the Faith Center and would be in
the front yard~f\~s.omeCity-owned property used by the Marine, Army, and Navy reserves. The
latter is beinq considered for future housinq development. Th at route
would cost $700,000 above the Amazon-related route. An underqround route
alonq the Amazon Channel is impractical because it would impede construc-
tion or movement of the Channel. The City could work with the Corps of
Enqineers to try to minimize encroachment by an overhead route on the
Channel riqht-of-way.
Keith Parks, EWES, said that the EWES Board will be considerinq and,
hopefully, makinq a decision on Monday niqht. There is a possible alter-
native route that miqht be a little more acceptable. He would prefer to
present that alternative to the EWEB Board on Monday night first. Mr.
Lieuallen said he hoped the Board would be creative enough to find an
acceptable alternate. He feels stronqly that a beautiful recreational
opportunity would be wasted by overhead construction alonq the Amazon
Channel. Ms. Smith stressed to Mr. Parks that the concern of the Council
be kept in mind. Mr. Parks added, that in the 1990 Plan Update, the
support of the planning units of the governing body is needed to establish
transmission corridors and Council has a tremendous on-goinq responsibility.
Mayor Keller said he believes the Council is concerned about aesthetics
along theChannel. and wondered if lines could be moved in the event the
Amazon Channel is developed. Mr. Parks said that would have a tremendous
economi c impact. Ms. Miller said she doesn't see why lines alonq the
e Channel would be any more obnoxious than lines anywhere else in town.
XI. EXECUTIVE SESSION ON LAND ACQUISITION FOR LIBRARY
Mr. Delay moved, seconded by Ms. Smith, to authorize Council
to enter into an executive session accordinq to ORS 192.660(2)(a).
Motion carried unanimously.
XI I. CONSIDERATION OF LIBRARY LAND ACQUISITION
Mr. Delay moved, seconded by Ms. Smith, to authorize the City
Manager to proceed with acquisition of parcels 1 and 2 as
presented in the Executive Session. Motion carried unanimously.
Upon motion duly made, seconded, and passed the meeting was adjourned to
December 5, 1979.
c~~)~
City Manager
CTH:DP:er/CM23al
e
11/28/79--7
~3~
