They feel a trial period is necessary to give the <br /> proposal an opportunity to be tested. Also, the Lane Regional Arts <br /> Council has agreed to supervise the program, and the Eugene Performers' <br /> Guild is in favor of that supervision. Further, a definition of street <br /> performer is necessary so that enforcement can be handled. Staff has <br /> requested the City Attorney's office to study the ordinance and make that <br /> de fin it ion. Mr. Drapela indicated that staff has consulted with the mall <br /> manager as well and felt that that dialogue took care of communication <br /> with members of the EDA. Staff is working out a contractual service <br /> arrangement relative to services of the mall manager. Currently under <br /> consideration is the allocation of four separate spaces for the street <br /> performers, other than in the central mall area. <br /> Mike Kushner, 159 West 18th Avenue, said their Street Performers' Guild <br /> has been working for several months to bring this proposal before the <br /> Counci 1 . They have been meeting with mall people and Parks staff and will <br /> have a meeting on Friday with the Lane Regional Arts Council. They feel <br /> their performances will bring business to the mall and a friendly atmosphere <br /> to Euge ne. They wish to see the project started soon because of the <br /> Christmas season and because they have been working on it for a long time. <br /> Ideally, they would like more than four spaces in which to perform, but <br /> they did say they would be performing only on the periphery during the <br /> noon hour so that normal Parks Department activities may go on in the <br /> Centre Court Mall. <br /> ~ Ray McIver, 2540 Snelling, Mall Manager, feels a trial period now is good, <br /> and has faith that the LRAC will develop rules which will be acceptable to <br /> the Parks Department and Downtown Development Board. He mentioned that <br /> the only caveat he would offer is that he would like all concerned to be <br /> aware that the weather might preclude the Christmas season from being the <br /> best time for this experiment. Perhaps not as many people will pass by <br /> the performing musicians, and they will not be able to earn as much <br /> money. <br /> In answer to a question from Mr. Lieuallen, Mr. McIver said the Downtown <br /> Development Board was not aware that the proposal was this far along. It <br /> was partially his fault, he said, because he didn't want to present the <br /> idea to the Board until he had a list of rules and regulations. Mayor <br /> Keller wondered how the street performers felt about waiting until spring <br /> to start performing, and Mr. McIver said they feel the Christmas time is ' <br /> the ideal time to experiment. He has no objection to them performing now, <br /> but he feels that perhaps they would get a better response in the spring, <br /> and he would rather have this type of performance get off to a good <br /> healthy start, then fail miserably at first.
