CONDOMINIUM CONVERSION STUDY--WORK PLAN PRESENTATION (Material Distributed) <br /> e The study plan, said the Manager, is based on the assumption that the <br /> Council, or a subcommittee of the Council, will be the group guiding this <br /> study and will be, in effect, the task force. <br /> Mr. Obie returned. <br /> Manager outlined the work plan as presented in the December 4 memo. He <br /> noted that the cost of the work plan would range from $30-40,000, including <br /> a full-time project director, and two full-time persons for staff support <br /> to meet the short time frame. Because of the budgetary crisis, existing <br /> staff from Planning and HCC will be used, and there will be work slippage <br /> in those departments, due to the priority of the condominium conversion <br /> moratorium work. Mr. Delay said he hoped that first priority would be <br /> given to discussion of condo conversions as they relate to new construction. <br /> Mr. Farah, Planner, feels the task force should be careful not to take any <br /> hasty actions that they may want to reverse as they get more information. <br /> "- <br /> Mr. Haws returned. <br /> Mr. Lieuallen said he would favor other members on the task force, rather <br /> than the entire Council being the task force. There is so much expertise <br /> and energy in the community that it would be a shame to waste it. He also <br /> .does not feel the Councilors necessarily know the most about the issue. <br /> Mr. Farah said that the Council is at a certain point at this time, and it <br /> e would require community members to be brought to that point as well. <br /> Also, if there is a large task force, it would become rather cumbersome <br /> and they would have to report back to the Council in any event. Staff <br /> would suggest that the most expedient method would be at least a subcom- <br /> mittee of the Council. Mr. Obie and Mrs. Smith both favored the subcom- <br /> mittee structure. Mr. Lieuallen reiterated that he would like the <br /> community involved as much as possible. Mr. Keller said that it would be <br /> well to invite people to testify on a given date. <br /> Mr. Keller recommended that Mrs. Schue, Mrs. Smith, and Mr. Delay <br /> serve. <br /> Mr. Lieuallen moved, seconded by Mrs. Smith, to approve the <br /> appointments as recommended by Mayor Keller, and directed the <br /> subcommittee to involve the community as much as possible. Motion <br /> carried unanimously. <br /> Mr. Delay moved, seconded by Mr. Hamel, to approve the work <br /> program as outlined by staff.
