<br />- <br /> <br />Staff has recommended numerous changes which are mostly housekeeping, but <br />two are controversial: 1) recommendation to delete industrial land use <br />around the airport; and 2) that the airport's environs continue to be <br />included in the Metro Planning Process. <br /> <br />The three-phase plan consists of: <br /> <br />Phase I (Present Time): Terminal expansion, new parallel runway, new <br />airport fire station, additional vehicle and aircraft parking, a new tower <br />building, and landscaping. <br /> <br />e <br /> <br />Phase II (1985-1990): Lengthen main runway, add more terminal buildings, <br />develop new taxi-way system, develop commercial uses along new runway, and <br />hopefully add a second-story loading concourse at the boarding area. <br /> <br />Phase III (1990-2000): Continue to increase taxi-way system, enlarge <br />sewage treatment facility, and hopefully add a second floor onto the <br />terminal building. <br /> <br />Mr. Lieuallen asked by whose authority the airport was initially zoned. <br />Mr. Shelby responded that Lane County has zoning authority. He added that <br />just because the airport was there first, that is not a valid legal <br />defense against DEQ violations which can create a liability for the <br />airport's owner, the City of Eugene. <br /> <br />Mr. Lieuallen then asked if, by zoning actions which would allow non- <br />airport related development, one could encroach on the airport to the <br />extent that it would have to be shut down; Mr. Shelby said that this <br />is a possibility and noted that this has already happened in Los Angeles, <br />San Jose, and Sacramento. <br /> <br />Ms. Miller requested additional information on what environmental impacts <br />are being considered and what the projections are. Mr. Shelby said this <br />information can be provided for Monday's public hearing. <br /> <br />Mayor Keller noted appreciation for Mr. Shelby's presentation. <br /> <br />Ms. Smith moved, seconded by Mr. Lieuallen, to call a public <br />hearing February 11, 1980, regarding the Airport Master Plan <br />Update.
