<br />. G. Items From City Manager--The Budget Committee meeting will be held at <br />7:30 p.m., March 6, 1980, in the McNutt Room. Manager noted they hope <br />to prepare the recommendations for the Council on the level of the tax ~ <br />base at that meeting. ~ <br /> <br />Mr. Henry stated that on Tuesday, March 11, at 7:30 p.m., the Eugene <br />Economic Development Committee will be meeting and at that time they <br />will be finishing their report which will go to the Council. <br /> <br />Mr. Henry stated that on March 12 there will be a training session for <br />board and commission chairpersons on how to conduct meetings. This <br />will be held in the Holiday Inn Garden Room; Carol Baker is the staff <br />'person to contact for further information or reservations, which <br />should be made by March 7. Mr. Henry encouraged all board and com- <br />mission members and staff who serve them to attend this training <br />session. <br /> <br />People attending the National League of Cities meeting, including Pat <br />Lynch, will be leaving Saturday, March 15. <br /> <br />Mr. Henry noted that he will be leaving March 15 for Germany and will <br />return April 5. He further stated that Don Allen will be in charge <br />for the next meetings, until his return. <br /> <br />II. PUBLIC HEARINGS <br /> <br />A. New Liquor License Outlet--Old English Fish & Chips No.2 (Retail .a <br />Malt Beverage); 45 West 29th Avenue; Applicant: Richard M. Bingham ~ <br /> <br />Mr. Henry noted that this facility has changed ownership and that <br />this application has been reviewed by all appropriate departments and <br />approval is recommended. <br /> <br />Public hearing was opened; there being no testimony presented, public <br />hearing was closed. <br /> <br />Ms. Smith moved, seconded by Mr. Lieuallen, to forward to OLCC <br />with recommendation for approval, subject to conditions, if any. <br />Roll call vote; motion carried unanimously. <br /> <br />B. New Liquor License Outlet--El Torito (Dispenser Class A); Southwest <br />Corner of Delta Highway and Valley River Highway; Applicant: El Torito- <br />La Fiesta Restaurants, Inc. <br /> <br />Mr. Henry stated this is a new building and that this application has <br />been reviewed by the appropriate departments. He further stated that <br />this Class A license will include hard liquor, wine, and beer, and the <br />license will be issued to Martin M.
