<br />Mr. Henry noted that this is a call for public hearing in regard to <br />considering permanent closure of Highland Oaks Drive, west of Trillium <br />Street. Mr. Henry noted that this is part of the process for permanent <br />closure. The process began with a petition to close the street from <br />the neighborhood, followed by a temporary installation of the closure, <br />and then there was an analysis and review of the results. The <br />Manager makes a recommendation for a closure and it comes before the <br />council. The council calls for public hearing for the permanent <br />closure. <br /> <br />e <br /> <br />Ms. Smith moved, seconded by Mr. Lieuallen, to call a public <br />hearing for May 27, 1980, to consider permanent closure of <br />Highland Oaks Drive, west of Trillium Street. <br /> <br />Mr. Obie noted that he would like to know the notification procedure <br />for residents within the area. Mr. Gilman stated that all residents <br />adjacent to the street, all those who had signed the petition, and <br />all who had been involved in meetings or hearings would be notified. <br />Mr. Obie asked if all residents of that short street could be notified. <br />Mr. Gilman responded that they could be. <br /> <br />Roll call vote; motion carried unanimously. <br /> <br />III. PUBLIC HEARING <br /> <br />A. New Liquor License Outlet: Sahalie Natural Foods (Package Store <br />License); located 611 East 13th Avenue; applicant: Dana L. Gardner <br /> <br />Mr. Henry noted that all is in order and approval is recommended. <br /> <br />e <br /> <br />Public hearing was opened; there being no testimony, public hearing <br />was closed. <br /> <br />Ms. Smith moved, seconded by Mr. Lieuallen, to forward request to <br />OLCC with recommendation for approval, subject to conditions, if <br />any. Roll call vote; motion carried unanimously. <br /> <br />IV. EUGENE ECONOMIC DEVELOPMEMT COMMITTEE REPORT--STAFF PRESENTATION (Memo <br />distributed) <br /> <br />Mr. Henry stated that this initial report is part of the goal-setting <br />process. A public hearing could be held before final adoption if the <br />council desires. Jim Farah, Planning, will give background information. <br /> <br />Mr. Farah stated that on March 28, 1980, the City Council adopted Resolu- <br />tion No. 3102 forming the Eugene Economic Development Committee and gave <br />it a one-year lifetime. This committee was created because of the <br />concern of the Mayor and the councilors in regard to economic development. <br />Because of this important link to the City Council, Mayor Keller chose to <br />chair the committee, and councilors Hamel and Miller sat on the committee <br />as representatives of the council on this 12-person committee.
