<br />: Steve Gordon, L-COG, stated that they had looked at ownership, existing <br />. zoning, park development, and other natural resources. The land north <br />of the park is private, and the focus was on plan designation. LCDC ~ <br />Goal 4 requires forest designation. There should be a green buffer ~ <br />strip on the map to indicate this is all within the Greenway Boundary. <br /> <br />Mr. Obie asked about the sand and gravel people. Mr. Gordon responded <br />that the concern was not so much concern about the sand and gravel <br />resources as it was about the upland area. <br /> <br />A representative from Wildish Sand and Gravel stated this proposal does <br />not affect their sand and gravel operation. Mr. Gordon stated that if <br />we can agree on a private land use designation, then people would be <br />willing to include Mount Pisgah within the jurisdictional boundary of <br />the plan. There was a counterproposal of possibly drawing a line east <br />from Seavey Loop Road. This is not as logical as including the entire <br />park. <br /> <br />Ms. Miller asked how large the Greenway section is. Mr. Gordon responded <br />that it is 80-100 acres. Mr. Obie asked how they are dealing with <br />unacquired Greenway land, and Mr. Gordon responded that the definition <br />of park and open space designation does not have to be public ownership. <br />Development of property within the Greenway is not prohibited and some <br />intensification of use is permissible. Ms. Miller stated that part <br />of the problem might be that they think development will be prohibited. <br /> <br />Mr. Croteau said that the third compromise area they were working on was <br />the white spaces on the diagram. He stated this is not a land use or ~ <br />a zoning map. The distinct wording is not included but perhaps should . <br />be in the plan update. <br /> <br />Jim Farah, Planning, said that LCDC representatives said it did not <br />make any difference if there were white spaces or black lines as long as <br />the intent was clear. Some people would have to go through the zoning <br />process anyway. Springfield does not want any white spaces on the map; <br />they want everything to be very clear. Mr. Croteau stated the Eugene <br />Planning Commission thought the white spaces allowed a little more <br />flexibility. Ms. Smith asked if there would be much area included in this <br />situation. Mayor Keller asked if we could keep in our white spaces and <br />have them do away with theirs. Mr. Croteau responded that that would be <br />possible. Mr. Obie said he tended to agree with Springfield and thinks <br />that white spaces could create frustration or problems. Mr. Delay noted <br />that several adjustments in the refinement plans have been made and <br />there have been buffering areas; it will depend on site, terrain, etc. <br />He asked how the areas where there is no refinement plan will be dealt <br />with. Mr. Farah responded that the diagram is only a graphic descrip- <br />tion of the plan. Mr. Delay suggested including a statement that there <br />could not be specific interpretation from the diagram and that should be <br />obtained from the local jurisdiction.
