<br />e <br /> <br />did not realize it would be discussed today because it was not listed <br />on the agenda. <br /> <br />Mr. Sercombe stated the staff has been working on the ordinance and <br />is now drafting administrative rules indicating how the condominium <br />conversion process will operate. They hope to have both items adopted at <br />the same time, preferably June 23. <br /> <br />Mr. Delay noted the subcommittee has highlighted the major points. These <br />meetings have all been open to any interested parties, and they have <br />dealt with the issues put before them. He does not want to begin the <br />process allover again by redrafting the ordinance now that they have <br />developed a workable framework. He felt the life tenancy issue was too <br />strong. <br /> <br />Ms. Miller stated she also was unprepared, due to the Metropolitan Plan <br />Update, but she has tried to follow the process and does not know of any <br />major problems. She feels that they know the major concerns, and noted <br />they are operating under time constraints. Ms. Schue stated she felt that <br />since the moratorium will soon expire, it would be difficult to allow one <br />group more time to study this ordinance. Tim Sercombe added that they <br />could perhaps extend the moratorium for one additional week but any longer <br />would be difficult to defend. <br /> <br />e <br /> <br />Ms. Smith noted that there is a difference in opinion regarding the <br />$SOO-per-unit tax which she opposes. Many aspects of this ordinance are <br />very good, but she thinks this tax would be a detriment. <br /> <br />Mr. Henry apologized for not placing the item on the agenda. Staff had <br />felt that no consensus had been reached by the council to have it placed <br />on this agenda. He said Mr. Sercombe could present a summary of the <br />ordinance or they could wait until June 9. <br /> <br />Mr. Obie noted he still has problems with the timing. He said it's coming <br />down to a vote on the ordinance rather than dealing with the implications <br />of the ordinance. He feels the Chamber of Commerce should be involved, <br />and requested that a letter be sent to them to encourage their involve- <br />ment. He is uncomfortable with the June 9 date and suggested they could <br />listen to testimony and not make a decision at that time. Mr. Delay <br />responded that on June 9, they could extend the moratorium if needed. If <br />the principal problem is the tax or the exemptions to the tax, then that <br />will be fairly easy to deal with. <br /> <br />Mayor Keller stated his only objection relates to page 37, Section F, the <br />tax.
