<br />e <br /> <br />costs for the average Eugene home would be as a result of the Tier 2 <br />budget. He wondered how to notify people of exactly what they are voting <br />for on June 24. Mr. Henry responded that passing the Tier 2 budget in <br />June would cost the average June homeowner about $23 more. Mr. Obie asked <br />if that is taking the State refund portion, the 30 percent, into account. <br />Mr. Henry responded that that was correct. Mr. Obie noted the City has an <br />obligation to inform voters what they are voting on, but City staff is not <br />allowed to solicit passage of the budget. Mr. Henry noted that they <br />could publish an official notice in the newspaper enumerating the items <br />approved by the Budget Committee for the second tier. Mr. Haws stated he <br />would like to see this information also appear in the neighborhood news- <br />letters, but added it may be too late. He wondered if the City could <br />legally place an official notice like this. Mr. Sercombe responded that <br />he would check on this. <br /> <br />e <br /> <br />Ms. Schue stated that this information could be made interesting for the <br />reader. Mr. Delay stated he feels it is a good idea. The restrictions <br />are to not promote the budget, but they can present information. Addi- <br />tional factual information and a synopsis of this process would be very <br />valuable to the public. Mr. Obie noted he would appreciate a report back <br />on what is to happen. Ms. Smith asked if this would be beyond what the <br />Better Eugene Committee would be doing. Mary Hudzikiewicz stated that <br />that committee has been able to raise additional funds and the June 15 <br />edition of the Register-Guard will carry the first ads. <br /> <br />Mayor Keller asked Mr. Sercombe if council could receive a ruling on the <br />legality of such a notice by Monday night's meeting. Mr. Sercombe <br />responded "yes." <br /> <br />Mr. Haws left the meeting. <br /> <br />VII. CONDOMINIUM CONVERSION UPDATE <br /> <br />Mr. Delay stated that everyone has had an opportunity to prepare to <br />discuss this item and he would like to discuss this issue prior to the <br />public hearing. <br /> <br />Mr. Henry stated he had just received communication from the Eugene <br />Area Chamber of Commerce, which he distributed to the council, in which <br />they request a three-week deferral of council action on the ordinance to <br />permit further review by the Chamber of this subject. <br /> <br />Mr. Obie stated he has not yet had the opportunity to read the ordi- <br />nance but plans to do so by June 9.
