<br /> to cover outstanding purchase orders, a net increase in the Performing Arts <br /> Center of $75,000 for the joint program with HCC to assist in development and <br />e booking of the Conference Center, and a net increase of $165,922 in .the Public <br /> Works Department for reappropriation to cover purchase orders outstanding on <br /> June 30, 1980. The ordinance adopted in the 1980-81 budget as listed included <br /> Tier 2 and will be acted upon Wednesday, June 25. The ordinance will need <br /> to be adopted regardless of the outcome of the Tuesday ele~tion. If the levy <br /> fails on Tuesday, any modifications will ,be included in a later ordinance <br /> amending the original adopting ordinance. It leaves the option open to the <br /> council to consider submitting another proposal on the September 16 ballot. If <br /> it is not the intent of the council to hold another election, this ordinance <br /> can be amended in July. <br /> Public hearing was opened; there being no testimony, public hearing was closed. <br /> E. Public Works Bid Award (tabulation attached) <br /> Mr. Henry said that these awards consist of several items and awarding of Item 2 <br /> is not being recommended because the bids came in too high. He introduced Bert <br /> Teitzel, Public Works, to provide information. <br /> Mr. Teitzel stated they would like to recommend Item 2 since they have found <br /> additional funds and could take advantage of the State Highway Funds Matching <br /> Grant. On three of the paving projects, Pattison, Fuller, and Dove Lane, <br /> correspondence has been received indicating that Carl Petersen would like to <br /> withdraw his name from the petition. Staff would recommend this not be allowed <br /> since approval of the subdivision development requires the developer to assume <br />e these costs. In regard to the tabulation for the sidewalk on City View Street, <br /> there is an error in the tabulation; the cost to abutting property for the <br /> sidewalk would be $11/front foot and cost to the City would be $2,500. St aff <br /> recommends these all be approved and awarded to the low bidders as listed. <br /> Mr. Lieuallen asked if Mr. Petersen is the owner of this property. Mr. Teitzel <br /> responded that he is the developer and owner of the lots. Mr. Li eua 11 en <br /> asked if his signature on this petition was a condition for approval of the <br /> development. Mr. Teitzel responded that it was. <br /> Public hearing was opened. <br /> Anne Maggs, 2535 Nixon, testifying in favor of the widening of 24th Avenue from <br /> west of Hilyard Street to Agate Street, stated she is a member of the Amazon <br /> Neighbors. Both South University Neighborhood Association and Amazon Neighbors <br /> are supportive of this widening for the bike lane due to the amount of bike <br /> traffic. <br /> Mrs. Don Hensen, 2375 City View, spoke regarding the proposed sidewalk on the <br /> east and west side of City View Street from Corinthian Court north to the <br /> existing sidewalk and on the west side of Garfield Street from 28th Avenue to <br /> 100 feet north. She feels this- proposal would make the street more hazardous. <br /> She would not favor putting a sidewalk on the east side of the street. 28th <br /> Avenue has many children that come down the street-very fast and some have been <br /> i nj ur eel .
