<br /> I <br /> CB 2183--Authorizing rezoning from RA Suburban Residential District to <br /> R-2/SR Limited Multiple-Family Residential District with Site e <br /> Review procedures for property located on the west side of <br /> Mistletoe Street north of Mist Court. <br /> Ms. Smith moved, seconded by Mr. Hamel, that findings supporting <br /> the rezoning as set forth in Planning Commission staff notes and <br /> minutes of July 1, 1980, be adopted by reference thereto; that <br /> the bill be read the second time by council bill number only, <br /> with unanimous consent of the council; and that enactment be <br /> considered at this time. <br /> . Mr. Obie noted that since the Planning Commission had a split <br /> vote, he took the time today to visit the property. Mistletoe <br /> is basically undeveloped, adjacent to the property. Mr. Jacobson <br /> agreed that it is an unimproved street. Mr. Obie stated that it <br /> is narrow and all adjacent lots are single-family residences. <br /> He feels the traffic observations are valid, and although he <br /> would normally be supportive of higher density, he would like <br /> to limit access to Bailey Hill Road. <br /> Mr. Lieuallen arrived at the meeting. <br /> Mr. Jacobson stated that under the present RA zoning, the prop- <br /> erty could be developed with four units under the cluster subdi- <br /> vision or it could be developed by using panhandle lots, all with <br /> access from Mistletoe Street. - <br /> Mr. Obie asked if these things could happen without a zone change <br /> and the access be limited. Mr. Farah responded that they could <br /> and they would try as part of the site review to send a major <br /> portion of traffic to Bailey Hill Road. This could be done, <br /> but it would be creating a touchy situation for the owner in <br /> the future. - <br /> James Weathers, the developer, stated that there is a 12-foot <br /> buffer zone for fire and police access with the rest of the <br /> traffic going to Bailey Hill Road. <br /> Mr. Obie noted that the council could approve this with access <br /> only for emergency vehicles on Mistletoe. <br /> Ms. Schue stated concern about the traffic and asked if there <br /> is access to Mistletoe from the apartments to the north. ~. <br /> Jacobson responded that there is a 12-foot-wide emergency vehicle <br /> access. Ms. Schue then asked where the traffic is coming from <br /> that causes the confusion. ~. Jacobson responded that Mistletoe <br /> is unimproved and used by the surrounding area for access onto <br /> 18th.
