Ms. Miller asked why the cost to the City is higher than the amount of the contract. Mr. Gilman responded that this includes the e~gi- neering costs. e Roll call vote; motion carried unanimously. II. ORDINANCE FOR FIRST READING A. Property located south of 30th Avenue, east of Spring Boulevard at Dogwood Drive and Kimberly Drive, from County AGT Agricultural, Grazing, Timber-Raising District to City RA Suburban Residential District and from County AGT Agricultural, Grazing, Timber-Raising District to City'RA/PD Suburban Residential District with Planned Unit Development procedures (City of Eugene: Firland Heights) (Z 80-12) (map distributed). Mr. Henry stated that this item had been held over for one month. At the council's request, a tour of the area was made. This property had been annexed but not converted from county to city zoning. He intro- duced Jerry Jacobson, Planning, to provide background information. Mr. Jacobson stated this is a city-initiated zone change for property which never received city zoning after annexation in 1976. On July 14, the zoning matter was heard and tabled to allow a tour and to receive information from the County regarding the 30th Avenue interchange. This information has been distributed to the council. The earliest possible construction date for this interchange would be 1983-84. e - .- ..- ----,- , Ms. Smith asked how this coincides with development of the property. Mr. Jacobson stated that the property would be developed in three phases with the earliest occurring possibly in 1982. The majority of the development on the property would take place in 1983-84. Ms. Smith noted that the interchange would not accommodate traffic during construction, but it would after that. Mr. Jacobson indicated agreement with her statement. Ms. Schue stated that she had missed the public hearing and would abstain from the item. CB 2171--Authorizing rezoning from County AGT Agricultural, Grazing, Timber- Raising District to City RA Suburban Residential District for property located south of 30th Avenue, east of Spring Boulevard at Dogwood Drive and Kimberly Drive. Ms. Smith moved, seconded by Mr. Lieuallen, that findings sup- porting the rezoning as set forth in Planning Commission staff notes and minutes of June 3, 1980, be adopted by reference thereto; that the bill be read the second time by council bill number only, with unanimous consent of the council; and that enactment be considered at this time.
