<br />will not make things worse and that it will unload a portion of the traffic <br />going to the west side of the River Road area, Mr. Lieuallen asked if that road <br />will become an attractor for more traffic. Mr. Berman responded that it would <br />not but it would reduce some traffic from River Road, . <br />Mr, Lieuallen asked about the easements on the BLM property, Mr. Berman stated <br />that is east of Danebo. They have talked with BLM staff and they will grant an <br />easement. Engineering staff is working on acquiring this property, <br /> Ms. Smith moved, seconded by Mr. Lieuallen, that the council <br /> recommend to the Metropolitan Area Transportation Committee <br /> adoption of the Eugene element of the Transportation Improvement <br /> Program FY 1980-81 through 1984-85. Public Works Bid Awards (tabulations attached) <br />Mr. Henry stated that all of these items are recommended to be approved, with <br />the exception of the last item. He introduced Don Gilman, Public Works, to <br />provide background information. <br />Mr, Gilman stated that Bid 10, project 1, street paving on Acorn Park, will tie <br />in with the bridge and this is a council-initiated project. On project 2, there <br />are two options--schedule A which would pave Orr Lane from 19th to 22nd; and <br />Schedule B which would include paving 19th Avenue from Cleveland Street to Orr <br />Lane. The property owners on 19th unanimously were against schedule B and staff <br />is recommending schedule A. Regarding project 3, storm sewer north of Cal Young <br />Road, this is a new subdivision and part of the expenses will be assessed with <br />the other portion paid for by the City. Project 4, storm sewer north of Royal e <br />from Terry Street, will be a jointly shared project. Bid 11, project 1, is in <br />conjunction with EWEB power transmission lines and EWEB will pay the costs. <br />Project 2, the box culvert at Polk Street pump station, is a modification for an <br />old storm sewer; the recommendation is that this item be held over in order to <br />re-evaluate the design. <br /> Public hearing was opened. <br />Mr. Gilman stated that on item 2, staff recommendation is to accept schedule A <br />only. <br />Mrs. Willie stated that she has a lot that is 41.85 feet by 261 feet which has a <br />small house on it that is used as a rental, Her hope is to be able to split the <br />lot and put two dwellings on it. The City has requested that she dedicate 28 <br />feet of her property, but even without dedicating that 28 feet she is still <br />short of enough land to split her lot, She stated that since developers have <br />come in she has been assessed for sewers which she objected to. She now will <br />have to pay for a street which she cannot,use. She now has a lot with a garden <br />and a rental rather than two lots with two houses, She stated that the Engineer- <br />ing staff had told her that if she would dedicate a ten-foot easement the City <br /> e <br /> 9/8/80--12 <br />
