MINORITY BUSINESS ENTERPRISES--STAFF PRESENTATION (memo distributed) <br /> Mr. Whitlow stated that the Minority Business Enterprise pregram is a <br /> regulation frem the Department of Transportation which applies to appli- <br /> cants for and recipients of Federal financial assistance from DOT and to <br /> their dealings with centractors and subcontractors. The Airport preject <br /> is funded 90 percent by FAA and must have a working MBE pregram to assure <br /> maximum participation of minority businesses. Kent Gorham and Chris <br /> Maheney, Human Rights staff, City Manager's Office, were present to <br /> previde additienal information. Mr. Whitlow said that they have been <br /> working very diligently under a tight time frame. <br /> .Mr. Gorham stated that the materials which were distributed highlight the <br /> cencerns and the City's respense to the regulations. On March 31, 1980, <br /> the Department of Transpertation issued regulations for any recipients of <br /> funding under their jurisdiction, not just FAA, but also FHA, the railroad, <br /> and UMTA to have a working MBE pregram. He noted that the plan was <br /> distributed te the councilors in their packet outlining the cemplete <br />- program. These regulatiens require a complete program for projects <br /> costing $250,000 or more. The Airport project is in excess of $250,000. <br /> Finance, Purchasing, and the Airport, as well as the legal staff, have all <br /> werked hard on preparing this information. They have contacted other <br /> jurisdictions and submitted the draft plan September 12 to the FAA Regien X <br /> Contract Compliance Office te review. There were five areas of concern <br /> noted which they have been working on and they believe this pregram now <br /> meets all requirements. <br /> Res. APPROVAL OF CETA TITLE VI PROJECT LIST (memo distributed) <br /> Mr. Whitlow stated that nonprofit agencies were asked te submit preposals <br /> for use .of CETA funds to cemplete prejects. They have been reviewed using <br /> Federally established criteria and are being recommended for council <br /> approval.
