<br /> Mr. Lieuallen stated that Title VI is an opportunity for persons cyclically <br /> unempleyed (due to a demand preblem, not a skill problem) to be re-employed. <br />e These are short-term projects for those with work skills intended to keep <br /> them employed until the market improves. Mr. Lieuallen asked if this is <br /> to keep those peeple afloat during bad times. <br /> Mr. Miller stated that that is correct. Additional skill training is <br /> previded by the City although that is net a requirement. <br /> Mr. Lieuallen neted that only about 75 percent of the preposals will be <br /> funded and asked where the cutoff line is. Mr. Miller stated it would be <br /> somewhere between the 45th and 50th propesal neted in the memo. <br /> Mr. Lieuallen asked if the agency had to be private, nen-prefit. Mr. <br /> Miller stated they like to maintain a balance. Mr. Lieuallen asked if <br /> this is an attempt to previde other agencies with assistance as well <br /> as to keep people empleyed. Mr. Miller stated that that is cerrect. <br /> Ms. Smith moved, seconded by Mr. Lieuallen, to appreve CETA Title <br /> VI project list as recommended by the Eugene Prime Sponsor Advisory <br /> Ceuncil .
