Consideration' of Eugene/Springfield Are~ 2000 Tr~nsportatfon Pl an <br /> Annual Review (FY 1979-80) (memo and additional information distributed) <br />Mr. Henry stated that two amendments are being proposed: 1) an ~endment to <br />include a central area transit station and to implement contra-flow bus lanes <br />and related transit, traffic, and pedestrian improvement on 8th and 10th avenues <br />as recommended by the Downtown Transportation Study, and 2) an amendment which <br />provides a second alternative for consideration in implementing Project 9, the <br />North Delta Extension, which would help relieve congestion on Beltline. He <br />introduced Kirk McKinley and Pat Decker, Planning, and Dan Herbert, LTD, to <br />provide additional information. <br />Mr. McKinley stated that when the Eugene/Springfield 2000 Transportation Plan <br />was adopted, the need was recognized to monitor the plan and keep it up to date <br />and pertinent. An annual review of the plan, projects, assumptions, goals, and <br />policies is necessary to ensure that the plan is consistent with direction <br />within the community. Also, in order for the area to maintain eligibility for <br />Federal Transportat ion Funds, local el ected offici al s are required to revi ew and e <br />endorse the plan annually. The Planning Commission endorsed the amendment <br />regarding twin transit stations but would like to review the Urban Initiatives <br />grant design before the project is constructed. In regard to the second amend- <br />ment, the North Delta Extension, this would not eliminate the possibility of <br />extending Delta northward on the east side of the Willamette but it would <br />provide the option to extend west of the Willamette River. This would widen <br />Beltline Bridge over the river, and allow the possibility of constructing a new <br />interchange ramp for traffic westbound entering Beltline. Improvements will not <br />extend beyond the urban service boundary. It was indicated that these amend- <br />ments would not detract from the City's air quality plans. <br />Dan Herbert, LTD Board of Directors, stated that they have unanimously endorsed <br />the amendment regarding transit for the 8th/10th contra-flow and the twin <br />transit stations. <br />Public hearing was opened; there being no testimony, public hearing was closed. <br /> Ms. Smith moved, seconded by Mr. Lieuallen, to recommend adoption <br /> to the Metropolitan Area Transportation Committee of the FY <br /> 1979-80 Eugene/Springfield Area 2000 Transportation Plan Annual <br /> Review. . <br />Mr. Lieuallen asked if this would be transferring the Urban Initiatives Grant <br />language into the plan specifying the two downtown sites.
