Mr. Lieuallen stated that this is <br /> an important and massive construction project. He asked what impact there would <br /> be on traffic patterns. Ms. Decker stated that the TIP which the council <br /> approved called for widening the Willamette Bridge based on current conditions. <br /> This amendment provides for that but there is no provision at this time for <br /> Delta construction. <br /> Mr. Delay asked if it is correct that the project allows only for improvement of <br /> the bridge, not for putting in the interchange. Ms. Decker responded that that <br /> is correct. Mr. Delay asked about the footnote which states that impact on land <br /> use would be considered. He asked who would be responsible for that study. Ms. <br /> Decker stated this would occur before implementation. It would have to be in <br /> the Tr ansportat ion Improvement progr am and the counc il and MATe woul d have to <br /> approve it. Mr. Delay asked if it would have to be in the plan. Ms. Decker <br /> responded that it would have to be in the TIP. Mr. Delay asked if they are <br /> approaching the service level toward the east now. Ms. Decker responded that <br /> they are at that po i nt. North-south traffic flow on Delta is a safety problem. <br /> Ms. Miller noted that in regard to Project 9, this looks like an alternative way <br /> to solve the problem. She asked if it puts construction into effect at this <br /> time. Ms. Decker responded that that is correct because it is in the transpor- <br /> tation plan. Ms. Miller asked if alternative modes would be considered when <br /> widening is discussed. Ms. Decker responded that if the council is interested <br /> in that, that they should direct the MATC representative to pursue the item. <br /> Ms. Miller noted that this may depend upon whether the sewer bridge is built. <br /> Widening of Beltl ii1e Bridge is probably not the most important transportation <br />e problem which the City has, but this is a County bridge and County m~ney. <br /> In regard to impact on land use, Mr. Lieuallen asked if the extension on the <br /> west side of the river will be considered in a study designed by the council. <br /> Ms. Decker responded that that would be correct if and when the Delta extension <br /> is on the TIP. The council will receive a good deal of information about that. <br /> Mr. Lieual1en stated that he agrees with Ms~ Miller regarding consideration for <br /> alternative modes. He feels that people are assuming that that will happen. <br /> This apparently is not the case but the council should give direction to Ms. <br /> Miller to take this direction back to MATC on October 30. Mr. Lieuallen asked <br /> what the City or the County are doing with LTD or Paratransit to reduce the <br /> volume of traffic on the bridge. Ms. Decker responded that staff is working <br /> with LTD and Paratransit and more will be heard about Park and Ride in the near <br /> future. Mr. Lieuallen asked if staff feels the bridge will have to be w~dened. <br /> Ms. Decker responded that they do. Mr. Lieuallen asked how much this would <br /> cost, since in the report it states $1.7 million, but would cost $2.6 million <br /> for the interchange ramp for westbound traffic. Ms. Decker noted that north- <br /> bound traffic going west into Beltline will be accommodated by the $2.6 million <br /> interchange ramp. Mr. Lieuallen'stated that he understands the bulk of the <br /> money is from the County road fund. He asked what the City's share is. Mr. <br /> Henry responded that the City does not have to pay anything. <br /> Mr. Delay stated that the metropolitan area gets,a fair share of the County road <br /> fund.
