<br />. Mr. Delay indicated agreement with Mr. Lieuallen regarding inflation and interest <br /> rates. He does not think the City made a mistake in entering into the arrangement <br /> but thinks it is worth the effort to see if the architect will negotiate on this <br /> point. If he does not, then we will have done everything that we can. All <br /> buy-backs and deferrals are important elements that must be addressed soon. <br /> Individual funding should be encouraged. He asked if an opportunity had been <br /> given for the community to respond to this. Mr. Smith stated that in regard to <br /> the buy-backs and deferrals, there is a way of getting them. The Arts Foundation <br /> plays a significant role in this. The City is pursuing more of a commitment <br /> from them than has been so far received. This could answer part of the financial <br /> problem. The extent of their participation should be more evident within 30 <br /> days. Items 1 and 2, the skylights and the metal roof, should be decided upon <br /> by no later than January 1, 1981. Mr. Delay asked if the complete buy-back <br /> listed included equipment for both halls. Mr. Smith stated that the buy-backs <br /> are construction-oriented. They must be included now or they will never be <br /> included. Some deferrals were not part of the original program and some are <br /> necessary prior to opening the hall. The sound equipment could be purchased two <br /> weeks before the hall is opened since the conduits are in place. The theatrical <br /> consultant said that the City may have gone too far in placement of various <br /> theater equipment on the deferrals list since some items will be necessary in <br /> order to open. <br /> Mr. Henry stated that in regard to negoti at ions for architectural services, <br /> three months were spent in hard negotiations before a standard agreement was <br /> reached. This agreement is legally binding and is difficult to change at this <br /> time. <br />e Mr. Obie stated that people reduce fees for various reasons and he feels that <br /> Mr. Smith shoul d pursue thi. s with the -archi,tect. The council should be aware of <br /> any "windfall" being paid to the architect. Some commitments were made to the <br /> City by the architect and they have not happened. Mr. Hamel stated that he <br /> agrees with Mr. Obie whole-heartedly. A report regarding fees should be made to <br /> the council next week. Ms. Smith stated that she would support Mr. Obie's <br /> suggest ion. <br /> Mr. Smith stated that he would pursue this item but is not certain an answer can <br /> be obtained within two weeks.
