<br /> c <br />It is unfortunate that MSI waited'two years to ask for an increase. When rate <br />increases were requested in the past, it was a very simple procedure and always <br />made sense. This continued until 1979 and now the council feels obligated to e <br />do their job well. He asked what is expected to be different within the next <br />week. If the council can be convinced that something will happen, it may help <br />them make their decision. <br />Mr. Morgan stated that they are working on the timing of the bankruptcy proceed- - <br />ings. The board had not been aware of their liabiJity in continuing operations <br />while not showing a profit. They are obligated to have their counsel pursue the <br />petition for liquidation. He does not know how long that process will take. <br />They would be unable to wait until October 25 for a decision. Mayor Keller <br />asked if they could assume that the council will approve the increase and <br />develop their plan with that in mind. Mr. Morgan stated that they could live <br />with the delay if the machinery is there. The increase barely puts them into a <br />profitable position. Approval of only a portion of the request would not be <br />worth it. They have been bringing in information for the past week. He under- <br />stands the council's position but they must start the machinery. <br />Mr. Delay stated that staff has been working on this situation. Information <br />must be provided so that a responsible recommendation can be made to the council. <br />Mr. Henry stated that they have been focusing on organizational structure. <br />Since it has been changed so much, some of the information may not be valid. <br />The Touche Ross study only shows the total personnel ~osts. He needs to review <br />the detailed information from MSI. The Touche Ross model requires the ability <br />to look at the entire budget. Mayor Keller asked if the information would be <br />available next week. Manager responded affirmatively. e <br />Ms. Smith stated that she does not feel the council is able to support their <br />request today without additional information but on October 22, this item could <br />be placed back on the agenda and hopefully answers to the questions would be <br />available. If they were, a temporary rate increase might be approved. <br /> - . <br />Mr. Delay stated that he feels that regardless of the action taken in the next <br />week or two, there is a certain amount of uncertainty about emergency service <br />in the metropolitan area. The staff should place a high priority on looking for <br />alternatives. He would like to see this community better prepared for crisis <br />situations. <br />Council consensus was to take no action on this item today. <br />V. CONSIDERATION OF DEREGULATION OF MOBILCHAIR RATES (memo distributed) <br />Mr. Henry stated that the cost for Mobilchair service has gone up and usage has <br />gone down. Expenditures are not exceedinq the income. This is self-sustaining. <br />Other competitors may enter this field.
