.

CB 2241--An ordinance authorizing the following right-of-way vacations:
a) 29th Avenue between Amazon Parkway and Hilyard Street;
b) 32nd Avenue from the west margin of Hilyard Street, west a
distance of 178 feet, an alley located between 32nd Avenue and
33rd Avenue, from the west margin of Hilyard Street west a dis-
tance of 176.5 feet; and c) an alley located between 33rd Avenue
and 34th Avenue, from the west margin of Hilyard Street west a
distance of 176.93 feet.

Ms. Miller moved, seconded by Mr. Obie, that the bill be read
the second time by council bill number only, with unanimous con-
sent of the council, and that enactment be considered at this
time.

Ms. Wooten stated that as a private citizen she did not support the 30th &
Hilyard project and she will not support it as a councilor. Ms. Miller indi-
cated that she voted against this last spring and has not changed her mind but
will vote for the motion and accept majority rule. She will vote for it because
the council approved this last spring.

Mr. Lindberg said that he hopes that Mr. Stafford understands that the City
is not eliminating the street that he thought they were. He agreed with Ms.
Miller and Ms. Wooten regarding the merits of the project on the whole. He
would like to have the pros and cons of the 29th Street vacation summarized.

e Mr. Allen stated that the intent is to allow further development of the park.
He could brief the council on the project if necessary. Mr. Lindberg noted that
one positive aspect would be to provide increased park land. He does not have a
clear idea of why the vacation should be done now rather than later. Mr. Allen
stated that this project is 88 percent Federally funded and this vacation is a
housekeeping chore. They will not fund the project if this vacation does not
occur.

Roll call vote; motion carried unanimously.

CB 2241 was read the second time by council bill number only.

Ms. Miller moved, seconded by Mr. Obie, that the bill be approved
and given final passage. Roll call vote; motion carried 7:1 with
Councilor Wooten voting "no." The bill was declared passed and
numbered 18749.

2.
