<br />It <br /> <br />Ms. Schue said this is a good program and lots of money and energy has been <br />spent to make it successful. She feels the council should act on the City <br />Attorney's advice and she will support the review. Ms. Miller stated that CETA <br />is a good program and is worth some increased risk to the City for a short <br />period of time. <br /> <br />Ms. Miller moved to adopt the staff recommendation and proceed <br />with the advice of the City Attorney's Office that staff report <br />back in 30 days on the progress on the necessary changes from <br />the Department of Labor, and that the City should terminate <br />the program in 60 days unless further action is taken by the <br />council to prevent that. Mr. Obie seconded the motion. <br /> <br />e <br /> <br />Ms. Smith felt the 30-day review was good. <br /> <br />Mr. Haws asked if the people who are currently on the program would be eligible <br />for unemployment or welfare if it were discontinued. Gary Long stated that some <br />might qualify for minimal unemployment benefits. Randy Miller, CETA, stated <br />that 30 to 40 percent of the workers have gone off welfare into the program <br />and they would possibly fall back if the program were discontinued. Mr. Haws <br />stated that he needed guidance on how to vote as he does not want to be per- <br />sonally liable during the next 60 days. Mr. Long advised him to vote "no." <br />Mr. Haws indicated support for the program but stated that he would vote "no." <br /> <br />Ms. Wooten questioned the need to build in an automatic termination date. <br />Ms. Miller stated that she feels people should have this information for making <br />projections. She would not like to see a sudden termination of the program. <br />There is also the potential of increased tort liability. The attorney has <br />advised to not continue in this fashion for a very long period of time. <br />Ms. Wooten stated that anything could happen and it's possible that this would <br />not be resolved in 60 days. This may need to be resolved by legislation. <br />Mayor Keller noted that there is latitude in the motion and the council could <br />extend its deadline. <br /> <br />Mr. Obie stated that he respects Mr. Haw's decision; however, he will vote <br />for the motion because of the 1,000 people involved. If there is no immi- <br />nent answer in 60 days, then he will join Mr. Haws in voting "no." <br /> <br />Mr. Lindberg stated that the council has the option to terminate the program <br />in 30 days if need be. Staff must keep the council informed during the process. <br />The council can modify its decision based upon additional information which the <br />staff may present. He would like to see pressure applied so that this problem <br />will not carryon indefinitely. Participants should feel confident that the <br />council will try to seek resolution. He would also be comfortable with a <br />termination date of 90 days and review at 30 and 60 days.
