<br />'. <br /> <br />e <br /> <br />e <br /> <br />Mr. Shelby noted that for years, ground transportation at the airport has been <br />regulated by contractual provisions and has been obtained from one single <br />supplier. He indicated that the end product of that arrangement had been an <br />inordinate amount of time spent by the Airport Commission, the City Attorney's <br />Office,. and the Airport and Finance department staffs. The Airport Commission <br />has therefore recommended to the council deregulation to permit any ground <br />transporter licensed by the City of Eugene to do business at the airport. He <br />indicated that because limousines were not previously covered by the licensing <br />provisions of the Eugene Code, the ordinance before the council was needed to <br />provide for such licensing. The Airport Commission and staff recommended <br />passage of the proposed ordinance. <br /> <br />Ms. Schue asked if passage of the ordinance would mean that a limousine license <br />was all that was required for those wishing to transport passengers to or from <br />the airport. Mr. Shelby said that in addition, transporters would have to meet <br />the airport regulations adopted by the council some years ago. <br /> <br />Mr. Lindberg asked if the licensing procedure being suggested for limousines <br />paralleled that already in existence for taxicabs. Mr. Shelby said that this <br />was correct. <br /> <br />Ms. Miller asked for a definition of the airport regulations which Mr. Shelby <br />had mentioned in his previous response to Ms. Schue's question. Mr. Shelby said <br />that these regulations deal with insurance requirements, driver qualifications, <br />safety requirements, and frequency of service, and that, with the exception of <br />frequency of service, all of these had been shifted to the Eugene Code. <br /> <br />Mr. Gleason noted that service may alter based on demand. Staff thinks that <br />this will produce an increase in service, but he warned that the council may <br />hear complaints from citizens when limousines are no longer required to service <br />the airport at times established by contract. <br /> <br />Ms. Schue said she hoped that the deregulation would result in limousine service <br />from the downtown to the airport. Mr. Gleason said that possibly the opening <br />of the conference center and the performing arts center would also stimulate <br />such service. <br /> <br />CB 2304--An ordinance concerning Airport limousine regulation; amending <br />Section 3.005 and 3.010 of the Eugene Code, 1971; and adding a <br />new Section 3.416 to that code. <br /> <br />Ms. Smith moved, seconded by Mr. Hamel, that the bill be read the <br />second time by council bill number only, with unanimous consent <br />of the council, and that enactment be considered at this time. <br />Motion carried unanimously. <br /> <br />CB 2304 was read the second time by council bill number only. <br /> <br />Ms. Smith moved, seconded by Mr. Hamel, that the bill be approved <br />and given final passage.
