<br />e <br /> <br />Mr. Lindberg said he found the statement very effective, and praised the <br />members of the Economic Development Committee for their work. He said Philip <br />Klutznick, former United State Secretary of Commerce, had suggested that the <br />City should be working to develop the economic development potential of the <br />University of Oregon. Mr. Lindberg noted that research-type development was one <br />type of use mentioned in the Special Light Industrial Sites document. He hoped <br />that efforts could be made to attract University-related research projects to <br />these sites. <br /> <br />Ms. Smith referred to the last paragraph on page 3 of the guidelines, which <br />indicated that "representatives of the community" would be available to discuss <br />location within the community with firms meeting the criteria set out in the <br />guidelines. She asked who these representatives might be. Mr. Farah said that <br />there are at least two formal structures which can be used to provide "repre- <br />sentat ives of the communityll--the Eugene Chamber of Commerce and the City <br />Manager's Office. Mr. Farah added that in addition to these there are other <br />less formal structures. <br /> <br />e <br /> <br />Ms. Smith felt that in the past it had not been clear what structure was avail- <br />able for firms seeking information about the area. There is a need to establish <br />a firmer definition and structure. Mr. Gleason responded that he has discussed <br />this issue with several people in the community. He felt that there is a fine <br />line for City staff between becoming real estate advocates and remaining as <br />representatives of the public in dealing with a major development. He said <br />that the arrangement which had been worked out with the Chamber of Commerce was <br />that if a major siting was involving in location of a new firm in the area, the <br />City Manager's Office and Mr. Gleason himself would assist in clarifying the <br />issues and simplifying the processes necessary. He said that the mechanics of <br />this arrangement had not been worked out, but he assumed that from the nature of <br />the agreement, it would need to be fairly flexible. <br /> <br />Ms. Schue said that she was delighted to see the Economic Development Committee <br />take this concrete step. She had recently attended a forum on the subject of <br />economic development at the University of Oregon and had repeatedly been told <br />that Eugene is perceived as being anti-business and anti-growth. She was <br />therefore pleased to have this concrete evidence that Eugene really is interested <br />in economic development. <br /> <br />Role call vote. Motion carried unanimously. <br /> <br />D. Supplemental Budget <br /> <br />Mr. Gleason said that the supplemental budget request had been reviewed by the <br />Budget Committee. The purpose of the ordinance was to clarify all the previous <br />budget appropriations, so that they match the beginning cash balances of the <br />next fiscal year. He indicated that staff was present to answer any questions. <br /> <br />Mayor Miller opened the public hearing.
