M I NUT E S
Eugene City Council
e July 22, 1981
11:30 a.m.
PRESENT: Brian Obie, Betty Smith, Mark Lindberg, D. W. Hamel, and Emily Schue.
ABSENT: Mayor Gus Keller and Councilors Eric Haws and Cynthia Wooten.
Adjourned meeting of the City Council of the City of Eugene, Oregon, was called
to order by Council President Gretchen Miller.
I. ITEMS FROM MAYOR & COUNCIL, APPOINTMENTS, ANNOUNCEMENTS, AGENDA ADJUSTMENTS
A. Determination of Public Hearing Closure
Ms. Miller stated that in regard to Agenda Item IV--Spyglass-Greenview Bikeway
Connector--the public hearing has been closed and it will not be re-opened
unless the chair is overruled by the council.
B. L-COG Questionnaire
Ms. Schue requested that the councilors complete the L-COG questionnaire and
return it to Elaine Stewart, acting council assistant.
e C. Eugene Fire Department Information
Mr. Lindberg stated that last Thursday, he spent 24 hours as a volunteer with
the Eugene Fire Department. The 'people in this department are a highly commit-
ted, technically proficient, professional group of individuals. Fire service
includes more than dealing with just fires. As a result of his visit with the
Fire Department, he urged the council to support a bill in the State legislature,
as a priority one item, for cigarettes that are self-extinguishing. This could
alleviate 25 to 30 percent of the fire deaths that occur in Oregon.
D. Request for Amendment to Section 9.254 of the Eugene City Code
Mr. Lindberg stated that there are some operators of day care centers in
Eugene who are unwittingly violating City and State ordinances. He requested
that staff prepare a code amendment to address the maximum number of children
allowed to participate in family day care. He would request that this be a
maximum of five children rather than three.
e MINUTES--Eugene City Council July 22, 1981 Page 1
~
