Mr. Lindberg stated that he would open membership of the <br /> group up even further if it were possible. Ms. Miller stated she did not feel <br /> it would hurt anything if those people were included. She said this neighborhood <br /> group's experience would give the council some experience with the inclusion of <br /> employees for future reference. <br /> Res. No. 3553--A resolution approving and accepting the Friendly Area <br /> Neighb~rs Community Council amended charter. <br /> Ms. Smith moved, seconded by Mr. Lindberg, to adopt the resolution. <br /> Ms. Smith stated that as part of the Citizen Involvement Committee's report on <br /> neighborhood groups she would like them to make a recommendation of the inclu- <br /> sion of community school personnel, employees of businesses, and others as well <br /> as the level of participation required for a neighborhood group. Mr. Obie <br /> stated he does not feel that 15 people represent a community and he does not <br /> feel that employees in the area do either. This could create a false sense of <br /> participation along with false perceptions of what the neighborhood wants. He <br /> will vote against the motion. Mr. Lindberg indicated that he would vote for the <br /> motion. There is no council policy for the appropriate representation of a <br /> neighborhood group, so there are no standards to reject this request. <br /> Roll call vote; motion carried 4:2 with Councilors Smith, Lindberg, <br /> Miller, and Schue voting aye, and Councilors Hamel and Obie voting <br />e no. <br /> VI. CONSIDERATION OF AN ANIMAL CONTROL ORDINANCE (memo, ordinance distributed) <br /> Mr. Gleason stated that staff recommends adoption of this ordinance. Further <br /> questions could be answered by Mark Pangborn. <br /> CB 2341--An ordinance concerning exceptions to dog license fees; amending <br /> Section 4.375 of the Eugene Code, 1971. <br /> Mr. Obie moved, seconded by Ms. Smith, that the bill be read <br /> the second time by council bill number only, with unanimous <br /> consent of the council, and that enactment be considered at this <br /> time. Roll call vote; motion carried unanimously. <br /> Council Bill 2341 was read the second time by council bill number only. <br /> Ms. Miller stated that she feels that discretion of this program should be left <br /> up to those enforcing the ordinance so that they can implement whatever require- <br /> ments for rabies, spay-neutering, and age that they choose.
