Lane County and Springfield are not requiring the spay-neuter require- <br /> ment for free dog licensing in August. <br /> Mr. Pangborn stated that proof of spay-neutering could be a requirement for City <br /> of Eugene residents when waiving licensing fees during promotional periods, <br /> if the council chooses. Council concurred that this was their desire. Mr. <br /> Pangborn said proof of rabies vaccination is also a requirement to get a license. <br /> Mr. Lindberg noted that this would be a very good educational opportunity. <br /> Roll call vote; all councilors present voting aye, the bill <br /> was declared passed and numbered 18835. <br /> VII.
