<br />, <br /> He introduced John Descutner, administrator of the Motor Vehicles Division. <br /> Mr. Descutner stated they do not intend to locate an office at that location. <br />e He said that on August 4, they will begin a pilot program of a drive test center <br /> for the Eugene-Springfield area at 1401 Walnut Street. This center will be for <br /> testing of applicants for instruction permits and driver licenses. They are <br /> trying to improve customer service, reduce costs, and improve the quality and <br /> uniformity of drivers' tests. <br /> I. Urban Development Act ion Grant Awards <br /> Mr. Gleason introduced Bob Thomas, HCC. <br /> Mr. Thomas stated that the UDAG application was completed and forwarded to HUD <br /> on April 30, 1981. An initial UDAG award of $83,000 was granted to the City of <br /> Eugene. This was $500 more than was requested in that area. This is a small <br /> grant by HUD standards, but it was the only grant awarded in this round to <br /> Washington, California, and Oregon. This will be used to revitalize a historic <br /> building in the Whiteaker neighborhood and will possibly be the only neighborhood- <br /> based grant to be awarded. HUD feels the grant application and the project are <br /> good. Chris Hoffman, Carol Glazier, and other staff have worked hard on this <br /> along with the representatives from NEDCO and the Planning and Public Works <br /> Departments. They would like to help NEDCO promote this project so they are <br /> planning Sunday Night on Blair for July 26. He introduced Glen Gibons to <br /> provide additional information. Mr. Gibons stated that the counci 1 and staff <br /> have been very supportive and NEDCO appreciates their assistance. He issued <br /> an invitation to Sunday Night on Blair which will be a celebration on Sunday, <br /> July 26, at 5 p.m. between West 3rd and 4th, and Blair and Van Buren.
