'.0;,,__;;.. ...;:.
40 people signed the application. There was a petition against this but the
council impact on OlCC determinations is limited.
Mr. Obie asked which cerner this proposed liquor license .outlet is on. e
Ms. Miller said that it is on the northwest side and not at the corner.
Public hearing was opened.
Bruce Cross, 2335 Alder, stated that he is speaking on behalf of the South
Unlverslty Neighbors. At their last general meeting, they unanimously decided
to approve this applicatien.
Ms. Smith asked hew many people were in attendance at that meeting. Mr. Cross
responded that there were approximately 30.
There being no further testimony, public hearing was closed.
Mr. Lindberg stated that since the epinien .of the community is divided, this
should be treated as a routine matter. OlCC will make their determination.
Interested parties ceuld be directed to OlCC since they have wider latitude and
broader criteria. Ms. Miller neted that there is anether outlet within one-half
block. This might be good for competition. Ms. Schue indicated that the
petition stated that if this is apprcved, people weuld be sitting .out in front
of this outlet drinking. She asked if this would violate lecal law. Mr. Gleason
respended that it would and that these kinds of actiens ~ould not be allewed.
Mr. Obie noted that he would abstain since he owns property adjacent te the
preposed outlet. .
Ms. Miller moved, secended by Mr. Obie, te ferward to OlCC with
recemmendatien for approval, subject te conditions, if any.
Roll call vete; motion carried 6:0, with Ceunciler Obie abstaining.
IV. ORDINANCE REGARDING VISION SAFETY PARKING ZONES (memo, ordinance
distributed)
Mr. Gleason intreduced Jim Hanks, Public Works.
Mr. Hanks stated that this proposed ordinance is an attempt to reduce collisions
at intersectiens. Previeusly, st ~f has only been able te remove s~reet parking
at corners. This weuld allow visien safety zones of 100 feet to the corner
where large trucks and other vehicles without windows en all four sides could
not be parked. This .ordinance will be used on a discretionary basis and only
where there is a need for it. It probably will be enferced en a complaint
basis.
Ms. Wooten noted that this was initiated at her request and she had had accidents
reported to her because of vision blockage in some parts of town. She support s
this and believes it will be in the benefit of health and safety for the cemmunity.
CB 2380--An ordinance concerning vision safety parking zones;
amending Sections 5.010, 5.040, and 5.225 of the Eugene -
I Code, 1971; and declaring an emergency.
MINUTES--Eugene City Council September 30, 1981 Page 4
