Ms. Miller moved, seconded by Mr. Obie, that the bill be approved and given final passage. Roll call vote; all councilors present voting aye, the bill was declared passed and numbered 18883. " V. RESOLUTION CONCERNING EXEMPTION OF ART ACQUISITION FOR EUGENE COMMUNITY CONFERENCE CENTER FROM PUBLIC CONTRACT LAW (memo distributed) Mr. Gleason stated that this preposed resolution weuld exempt from public contract law the acquisitien of three works of art for the conference center. The recent ly adopted ordi nance No. 18849 does net cever th i s project. This will add a representative .of the hotel to the committee and the art set-aside will be seven-tenths .of 1 percent. Res. No. 3589--A resolution regarding art selection process for the Eugene Community Conference Center. Ms. Miller moved, seconded by Mr. Obie, to adept the resolution. RESOLUTION REGARDING LAND ACQUISITION GRANT OFFER/FEDERAL AVIATION ADMINISTRATION (memo distributed) Mr. Gleason introduced Beb Shelby, Director of Aviation. Mr. Shelby stated that about one year ago, staff applied for a 300-plus-acre acquisitien for protection against encroachment fer the airport, but it has taken Congress a long time to act. Congress has granted $450,000,000 nationally that must be used within 60 days and they have werked rapidly. They ceuld not offer the full amount of the grant but this weuld enable acquisition of Parcel 1--a 93-acre parcel censisting of the Maxwell property. Staff urged the council to approve this acquisition. Ms. Weeten stated she has been thinking about the airpert and was wondering how the cancellation of flights has affected airport revenues. Mr. Shelby stated that there have been downturns in the gift shop and parking revenues, but the food facility has gained revenues and space rentals continue as per contract. There has been ne substantial impact. Res. No. 3590--A resolution authorizing approval, acceptance, and execution of grant agreement for project Ne. 6-41-0018-07, Mahlon Sweet Field.
