Citizen Participation Month <br /> -- Mayor Keller stated that October is Citizen Participation Month and applications <br /> for membership on boards and commissions are available in the City Manager's <br /> Office. <br /> F. Open House at City Hall <br /> Mayor Keller stated that on October 26, 1981, from 6 to 8 p.m. there will be an <br /> open house at City Hall. He would hope the citizenry would join with staff, <br /> council, and board and commission members to become more aware of what City <br /> boards and commissions do. <br /> G. Appointment <br /> Ms. Miller moved, seconded by Ms. Smith, to appoint Susan Sowards, <br /> 1843 Moss, Eugene, to the Eugene Budget Committee to fill the <br /> unexpired term of Paul Bestler, term ending December 31, 1981. <br /> Roll call vote; motion carried unanimously. <br /> II. ROWTINE ITEMS FOR COUNCIL APPROVAL <br /> A. Approval of City Council Work Session Minutes of September 14, 1981 <br /> (distributed) <br /> e Ms. Miller moved, seconded by Ms. Smith, to approve the City <br /> Council work session minutes of September 14, 1981. Ro 11 c a 11 <br /> vote; motion carried unanimously. <br /> B. Improvement Petition: 2nd Avenue (affected property on petition-- <br /> assessable costs: paving, total front footage 1,933.77 feet, front <br /> footage petitioned, 1,499.64 feet, 78 percent; City costs, storm <br /> sewer, $18,000) <br /> Res No. 3594--A resolution authorizing paving of 2nd Avenue from <br /> Monroe Street to Southern Pacific Railroad tracks <br /> , and paving Adams Street from 1st Avenue to 2nd <br /> Avenue. (1996) <br /> Ms. Miller moved, seconded by Ms. Smith, to adopt the resolution. <br /> Roll call vote; motion carried unanimously. <br /> III. PUBLIC HEARING ON NEW LIQUOR LICENSE OUTLETS <br /> Mr. Gleason stated that staff recommends approval on both proposed new liquor <br /> license outlets. <br /> A.
