CONSIDERATION OF ORDINANCE REVISING THE HOUSE NUMBERING SYSTEM (memo, <br /> e ordinance distributed) <br /> Mr. Gleason introduced Sergeant Ellwood Cushman, Eugene Police Department. <br /> Sergeant Cushman stated that this will not change the numbering system; only the <br /> display of house numbers. There are problems with the way houses are numbered <br /> now. Some are illegible and some are hidden which makes it difficult in cases <br /> of an emergency. Also, it slows response time. There is a wide variety of <br /> numbering systems for apartments and locations for number placement would be <br /> standardized, as would numbering systems for panhandle lots. Now, panhandle <br /> lots would be required to have house numbers visible from the road. They do not <br /> desire wholesale enforcement of this ordinance but they could deal with it on a <br /> case-by-case basis. Arabic numbers will be required rather than writing out the <br /> house number in words. The revision. would amend the code and require: numbers <br /> to contrast with background; numbers be displayed in a location easily visible <br /> from the street, that in multi-unit complexes, the range of numbers be visible <br /> from the main approaching street with each individual number being numbered, and <br /> that owners of apartment units and other motel unit dwellings submit a map to <br /> the Police Department indicating the location of units--this information will <br /> also be given to the Fire Department--it will state requirements and allow <br /> , enforcement. This has been reviewed and approved by the City Attorney.s Office. <br /> Mr. Hamel asked if those driving by panhandle lots would now be able to see <br /> numbers from the street if they are in compliance with the ordinance. Sergeant <br /> eushman responded that they would. <br /> CB 2386--An ordinance concerning the house numberinq system; <br /> amending Section 8.005 of the Eugene Code, 1971; and <br /> e declaring an emergency. <br /> Ms. Miller moved, seconded by Mr. Obie, that the bill be read the <br /> second time by council bill number only, with unanimous consent of <br /> the council, and that enactment be considered at this time. <br /> Roll call vote; motion carried unanimously. <br /> Council Bill 2386 was read the second time by council bill number <br /> only. <br /> Ms. Miller moved, seconded by Mr. Obie, that the bill be approved <br /> and given final passage. Roll call vote, all councilors present <br /> voting aye, the bill was declared and numbered 18888. <br /> VI.
