<br /> '(,,; <br /> . <br /> , <br /> Workers' Compensation. The City's issues were overshadowed by those previously <br /> e listed. She has distributed statistics showing the issues range which City <br /> staff dealt with. There were 357 Priority 1 and 2 bills which staff felt would <br /> have a critical effect. Approximately 40 percent of these attained a favorable <br /> outcome, 40 percent attained an acceptable outcome, and 15 percent of the <br /> outcomes were unfavorable. Some of the major losses in this session were for <br /> the Public Improvement section of Public Contract law. This will cause more <br /> justification to construct projects with our own staff and resources but we can <br /> comply. There are problems with the housing and subdivision policies and <br /> processes but we can also comply with those. Major losses in the financi al <br /> category include loss of State funding for the local government Boundary Commis- <br /> sion which will cost the City about $18,000 per year. Also, the authority of <br /> the City to veto incorporation within three miles for new cities was removed, <br /> and the State authorized the Emergency Board to lower property tax relief. Thi s <br /> will affect about one seventh of the households receiving benefits, but does not <br /> affect middle-cost homes. In the linear miss" category, there were no changes in <br /> Systems Development charges and there were some improvements in tort liability <br /> and risk notice. There was no change in the effort to remove eminent domain for <br /> park acquisition. On the positive side, some strides were made in human rights <br /> and a shelter home program was funded. The elections procedure was simplified. <br /> Legislators were sympathetic to LOC priorities for financing improvements <br /> at the local level. They have removed bond interest limits and authorized <br /> marketing small denomination bonds. Upcoming council action will need to deal <br /> with passage of the one-cent gas tax in May and the call system. She stressed <br /> the need for better communication with the legislative delegation for improvements <br /> in .the interim sessions. <br /> e Ms. Smith, chairperson of the Legislative Subcommittee commended Ms. Engen <br /> on a job well done. The relationships the council has with the Lane County <br /> delegation are important and should be ongoing. The council should consider <br /> planning a meeting with the delegation and working with them on specifics to <br /> establish and maintain an ongoing relationship. Ms. Schue indicated agreement. <br /> Ms. Smith asked if there will be enough information prior to January to take a <br /> position on issues in a meeting with the delegation. Ms. Engen responded that <br /> staff has been discussing talking about council goals and priorities as well as <br /> local government finance issues. Any information given them would be a help. <br /> Ms. Schue added that she would like for the delegation to achieve a better <br /> understanding of the reasons behind the City's land use position. Mr. Gl eason <br /> suggested inviting the delegation to. a dinner session. Ms. Smith added that <br /> submitting one Metro plan to LCDC will help answer the questions in their minds. <br /> Mayor Keller noted that there are very few city delegates serving in Sa'lem; most <br /> of them are rural delegates. He thanked Ms. Engen for the work she had done. <br /> The meeting was adjourned. <br /> Micheal D.
