<br /> <br />ECC <br />UGENE ITY OUNCIL <br />AIS <br /> <br />GENDA TEM UMMARY <br /> <br />Work Session: City Council Priority Issue - City Hall Complex <br /> <br /> <br />Meeting Date: November 20, 2006 Agenda Item Number: A <br />Department: Central Services Staff Contact: Mike Penwell <br />www.eugene-or.gov Contact Telephone Number: 682-5547 <br /> <br /> <br /> <br />ISSUE STATEMENT <br /> <br />The purpose of the November 20, 2006, work session is to narrow the concept options for use in <br />Schematic Design for a new Eugene City Hall in the Implementation Plan Phase (Phase 3, to <br />commence in 2007). <br /> <br /> <br />BACKGROUND <br />The fourth of four Community Forums was held Thursday, November 2, 2006, from 6–8:30 p.m. <br />at the First United Methodist Church. Nearly 70 people participated. The program included an <br />introductory presentation on the potential role of architecture in a community’s civic identity, the <br />site context surrounding the two sites used for concept design, and the 12 Concept Options. <br />After the presentation, attendees participated in small group exercises, engaged in large group <br />discussions, and indicated their preferences regarding each concept option. The forum was <br />videotaped and copies have been made available at Eugene’s three libraries. Refer to <br />Attachment A for a Summary Report of Community Forum #4. <br /> <br />Results from the Indication of Preferences at the Community Forum <br />In a small group format, community members were asked to discuss the sites, the concept <br />options, and the following two questions: <br /> <br />A) What will make the new City Hall resonate with the Eugene community now and into the <br /> future? <br />B) What would draw the Eugene community to our new City Hall? <br /> <br />Verbatim responses to the above questions are included in the Forum Report. After small and <br />large group discussions, attendees indicated their preferences using remote control technology as <br />to which site provided the greatest community benefit for a new City Hall, whether each option <br />should be explored further, and, of the options on each site, which of the police patrol <br />consolidation models they preferred. From approximately 60 voting participants, the <br />Butterfly/Rock N Rodeo site was preferred by nearly 2 to 1, the concept options on the <br />Butterfly/Rock N Rodeo site were preferred above options shown on the existing City Hall site, <br />and the large majority of voting participants preferred that the patrol function be separate from <br />the City Hall, primarily to open the lower floors for more public uses and enhance the sense of <br />welcome.
