As illustrated in the refined Concept Options, the Police Department can function in all options <br />but is constrained by the vertical arrangement. To function optimally, a Police Department of <br />Eugene’s size would be arranged on two levels with an adjacent two level above-ground parking <br />structure. For both operational and cost reasons, the Chief’s recommendation is to remove the <br />police patrol component from the program for a new City Hall and proceed with planning for a <br />separate patrol facility. Refer to Attachment D for the Chief’s memo addressing functional <br />considerations for police in City Hall. <br /> <br /> <br />RELATED CITY POLICIES <br />The City Hall Complex master planning and public participation process relates to the City <br />Council goals of an effective, accountable municipal government, a safe community, and <br />sustainable community growth and change. <br /> <br /> <br />COUNCIL OPTIONS <br /> <br />The council may decide to narrow the site options and/or narrow the police consolidation options <br />for use in Schematic Design and the Implementation Plan Phase. Feedback on the concept <br />options is desirable to communicate successful features or criteria, but design exploration will <br />continue in a more focused way in Schematic Design after sites and Police consolidation options <br />have been decided. If the site or Police consolidation options are not decided during this work <br />session, additional studies can be performed as directed by the council either before the <br />December 11 work session or during the early part of next year’s Implementation Plan Phase. <br /> <br /> <br />CITY MANAGER’S RECOMMENDATION <br /> <br />Due to the functional compromises to police and civic functions, the City Manager recommends <br />that police patrol be separate from a new City Hall.
